I'm guessing you're seeing interlacing artifacts on the computer but not on
TV. Also the monitor's refresh rate vs. the TV refresh rate can make a
difference depending on what type of content you have (is this 29.97 fps or
24p?)

tape. If you buy in quantity, tapes run about $2.50-3.00/each which
translates to much less than the $0.50/GB of data required in hard disk
storage. It's also more practical because the tapes aren't volatile the same
