Railracer v2 is supposed to be out but not many seem to like it or at
least the reviews I got from it were not good.

Good idea. A lot of older games such as Rail Racer 1.x was not
designed with User Account Control in mind, and it is possible UAC is
causing the game to have problems saving or accessing files. Running
as administrator may resolve that problem.
