I'm not an expert with VTAM, but I was investigating and I'm almost sure the
'problem' is there are several VTAM APPLs defined with ENCRYPTION optional.
I readed when two APPLs are defined as OPTIONAL, if there is some
cryptographic software installed on the system, they try to use it.

From the perspective of Snap/Flash/etc, yes, the copied data is
immediately usable, even for IPL. If you need to do additional things
to make the copy IPLable, that is outside this discussion.

contains only two member: ISFEHRTM and ISFEHRTS. These two members are
also in ISF.SISFLOAD. I have both of the datasets in my linklist, but I
don't really know why.

load modules in a PDS.
I've tried ISRSUPC in batch and it does a great job of telling me which
modules contain the search string. However, it does not tell me the value
of the string, as it only lists
