Thanks Sudhanwa for bringing up this topic on the list. As a co-founder  of
the chapter, I  also share your concerns.

I had a brief phone conversation with Moksh Juneja, President, WMIN couple
of days ago. I shared my concerns and requested him to take necessary steps
to complete the regulatory requirements like audit, FCRA report submission,
membership renewals, elections at the earliest. I also alerted him about
the deadline for letter of intent for FDC participation for the next year

revised to Jun 8, 2014), if the WMIN is to continue with FDC process. I
offered my help to the extent  possible. Moksh responded positively.

As all the  Executive Committee members have signed the code of conduct of
the chapter http://wiki.wikimedia.in/File:Wmin_ec_codeofconduct.pdf which
specifically mandates them to  conduct the chapter affairs  consistent with
its purpose and  to advance Chapter's interests and also makes them
accountable to general body and community,  I hope that EC takes  prompt
action in this regard.

I had known from its early days when it was called *India development
gateway* and also interacted with them for potential collaboration.  Indian
language Wikipedias are certainly better off in terms of page views as can
be seen from my analysis given below done in 2012.

In March  2010, unique visitor count was  2630. It increased to 4460 by Mar
2011. For all 8 languages put together average daily page views are
13350. For Telugu wikipedia alone, daily page views are 8 as on July
2012. Please note the time periods are based on the data available and are
not exactly comparable, but they indicate rough status.

Congratulations to the Gujarati Wikisource contributors on this important
milestone.   Based on  a brief visit to the site and also from Proofread
page stats http://toolserver.org/~phe/statistics.php, I found that Proofread
extension https://en.wikisource.org/wiki/Help:ProofreadPage_extension has
not been used for this. I had the experience of setting up and using the
same on Telugu Wikisource. I think it will be useful and improve the
productivity of the team and would like to suggest the team to try it.

 This feat was achieved in 2 years time.

 As OCR is not available, volunteers of Gujarati wiki Community have typed
 this books. The community proceeds in a planned manner. A book is selected
 and its announcement is made at common platform on source. Volunteer
 interested joins the project. Chapters are distributed among the particants
 and proof reading is done. Once completed, another book is undertaken.

I am sorry to know about your decision to quit as the Executive Manager of
the Chapter.  I express my sincere thanks for  your contributions to
Chapter activities for over 1 year and three months, juggling various types
of roles,  some of which you might have wished for more appropriate staff
or support. I  am sure this has been  of great help to the geographically
distributed  Executive committee with diverse set of experience, membership
and the community at large  in strengthening and growing the Wikimedia
movement in India.

The award by the FDC  on WMIN's  Annual grant request with significant cut,
  would have disappointed many in the India Wikimedia movement. As some of
you may know,  though I was a member of FDC, I was not party to the
decision  as I had to recuse myself because of  my membership and
involvement  with the Chapter.  Though, it might have hurt you personally,
I urge you not to feel that way, as  many members and  community   under
the leadership of Executive Committee contributed to the process  and so
many factors are usually  weighed by the FDC in making the  decision which
has been upheld by the WMF Board.

WMIN has faced so many challenges in its  more than 5 year history
(including the time before its formation) from so many fronts. Thanks to
the support of  community, well-wishers, Wikimedia foundation, WMINmembers
and fellow chapter stakeholders, it has moved forward  on the path of
growth and had several achievements at national and regional levels.   I am
sure that even the present challenge would be met squarely by the EC with
the active support and involvement of all.

At this juncture, I would urge the EC and you to  consider all the options
with involvement of  members and community as appropriate  so that an
action can   be finalized which will serve the  best interests of the
movement.

 did not quite like it and hence have in turn not let it out. Considering
 that I stand by the decision, and mails requesting grants and expectations
 of responses on these have been coming in from members of the community, I
 feel this must be made public.

 The Foundation has offered a grant of about Rs 33 lakhs for 2014 under
 FDC. The Chapter had made a request for an amount about 4 times of this.
 The grant request apparently did not inspire FDC and they have held that
 the Chapter may not have the capability to administer any larger amount. At
 80% growth over the previous year, they seem to feel the Chapter has
 already been given a massive growth path and should be happy with this.
 Given the low grant amounts we received in the past, this 'massive' 80%
 growth does not mean much. It does not pay for salary for 2 people (as
 planned), an office, and the mandatory quarterly face to face EC meetings
 and associated travel.

 Regulatory norms put a cap at 40% of the grant value on these overhead
 expenses. At a grant value of 33 lakhs, the total over heads can only be
 40% of 33 lakhs, amounting to about Rs 13 lakhs. This level means, we go
 back to one more year of passive funds administration without much Chapter
 driven events. An accountant / volunteer helping in disbursements of funds
 against requests generated organically would be the model we have to adopt.
  We will still need an office to comply with regulatory requirements. EC
 travel may be some what uncertain when new elections bring people in
 farther parts of the country. By standing down I would be helping the
 Chapter in a small way to manage the expenses within the available grant.

 I feel guilty of having been a burden on the chapter for a year. We did
 not know our grant limited future will be so limited and my time was spent
 imagining grander possibilities for a brighter future and sharing them
 internally. The earlier EC dreamed big, and initiated my engagement though
 as a part timer. I was to become a full timer from April 2013. This was
 postponed by mutual consent with the current EC, as we expected the FDC
 grant to provide for it. The FDC provides for this in principle, but not
 yet by the value. So it is time to stop this wasteful engagement.

 I also feel guilty of not having lived up to the expectations of the
 members. The practical rejection of the new grant request (what else can we
 call it when what is approved is nearly 25% of what was sought) is also a
 factor for which I must take the blame. If the proposals did not appear to
 be impressive, were considered to have wasteful elements, was considered

 I will start by introducing myself to the community. I am Ravi Vyzasatya
 based in Maryland. I have contributed to Telugu Wikipedia since 2005 and to
 a lesser extent in Telugu Wiktionary and Wikisource. I did serve as admin
 in all these projects. Although my primary interest is in writing well
 researched articles in the area of South Indian history, I do help the
 community by running bot scripts and taking care of miscellaneous
 administrative tasks.

 Telugu wikipedia will be 10 years old in another week from now. On this
 auspicious occasion Telugu Wikimedia Community is organizing celebrations
 under the leadership of an organizing committee headed by Vishwanath B.K,
 Pranayraj as Secretary, Kasyap as Treasurer along with Rahimanuddin, WMIN
 SIG lead Telugu, Vishnuvardhan, CIS-A2K Program Director as members. We
 have also constituted an awards committee with myself as President, Arjuna
 Rao Chavala, WMIN Co-founder and its first President as Secretary and A.
 Rajasekhar, T. Sujatha, NWR 2011 award winners from Telugu Wikis and A.
 Radhakrishna, Former WMIN SIG lead for Bangalore as members. The award is
 named after Komarraju Lakshmana Rao[1], pioneer Telugu encyclopedian who
 undertook the first modern encyclopedic effort in Telugu, perhaps the first
 among Indian languages (c.1912-13). It is also quite fitting tribute to
 Lakshmana Rao to honor his memory in the centennial anniversary of such
 pioneering effort. The award carries a citation and cash prize of Rs
 10,000/. Organizing committee and awards committee members are ineligible
 for the awards to avoid any perceived or real conflict of interest.

 We are inviting nominations [2] for awards on Telugu Wikimedia projects.
 Nominations are due by 9th Dec 2013 24:00 midnight (UTC). Members can self
 -nominate or be nominated by others, in consideration for these awards.
 Nomination process has been developed by Arjuna building upon the NWR 2011
 nomination process[3] pioneered by another WMIN Cofounder and the then EC
 Member Arunram . We express our sincere appreciation for the same. We think
 that this initiative with nominal cash prize by Telugu community may be the
 first of its kind and will complement the existing recognition mechanisms
 and help encourage budding Wikimedians in their initial years of

 There is a Brain Museum at Bangalore. Radhakrishna visted this place some
 time ago and shared the potential with Omshivaprakash and me. We had been
 intending to go there, but some thing or other delayed it. This week I
 ended up visiting them.
 Dr Shankar is a very passionate man. He wants to educate the world. He
 loves to explain things to kids, and medical students. But he is vary of
 publishing photographs and meta data for reasons he articulates with
 conviction. Plagiarism and thesis writing on the basis of such data is some
 thing he is keen to prevent. There is still a lot to be written about.

 One catch may be this sort of articles may require wikipedians who are
 also medicos. Do we have people with medical background, available for a
 hackathon on this subject. How do we go about this? Kindly give us your
 suggestions.


Glad to see another good initiative. You can conduct couple of wiki
academies for NIMHANS Students and find out whether some of them will  come
forward to help.  There are also few wikipedians who are doctors (Dr
Rajassekhar from Telugu community) or studying medicine(Netha for  example
from ML community).  So doing wiki academies in medical and related
colleges could be useful.

Radhakrishna and myself made one contact with RV Dental college, Bangalore
couple of years back, but it could not happen due to other developments.

 October 2013 stats for Tamil Wikipedia is out. We have crossed many
 milestones in one jump coinciding with our Tenth Anniversary Celebrations!

 * 1017 Total contributors . We have crossed the 1000 milestone after
 Malayalam Wikipedia. Next in line is Hindi Wikipedia with 988 total
 contributors.

 * 118 active editors who edit 5 times a month. Highest in ten years and
 the first time we crossed 100.

 * 27 new editors joined this month. This is the second highest enrollment
 in ten years after the 2010 June state wide essay contest time.

 * 25 very active editors who edit 100 times a month. Highest in ten years.

 * We went from 1 to  2 contributors for every one million Tamil speaking
 population now.

 * Registered 8.5m million page views. That is 2,83,000 per day. Highest in
 ten years.



Congratulations to Tamil community on these achievments.

 for is discoverability/learning as well as ease of usage when compared
 with existing layouts. Hindi is a fairly trivial word to use as an
 example and, there are could be pangrams which your users can aim to
 type.

is used in the survey.

[Wikimediaindia-l] Use of Fair use messages from Wikipedia in a CD for distribution in India

As some of you have noticed, several Indian languages have celebrated/are
celebrating tenth anniversary. Telugu language community is contemplating
release of Telugu wikipedia http://te.wikipedia.org content on a CD with
appropriate modifications for School children use.  The CD is proposed to
be distributed to all schools in Andhra Pradesh.

Out of 9053 (approximate) images, 2071 (30%) are non free images(mostly
book cover, cinema posters, logos etc) .   We are looking for advice on the
following
A) Whether we can include all the non free content on CD?
B) Whether WMF/WMIN  will approve the use of Wikipedia Logo on the cover?
C) Any other precaution/disclaimers that need to be included on CD to
prevent any legal dispute in future.

As Malayalam community has produced a CD in the past and there have been
attempts to produce an English School Wikipedia CD for India, I would like
to hear from people with experience and expertise on these matters

 Arun, yes, we are planning for another meeting soon in Mumbai, where we
 shall be present while others will be present in call, so as to define each
 others role as the earliest.


The first meeting of the new EC (along with outgoing  EC) is crucial to be
done face to face for the following reasons

a) Reflection on the year gone by and capturing lessons learnt

b) Team building workshop to  learn the approaches and strengths,
expectations of one another

b) Election of office bearers and other roles of the EC

c) Strategy discussion and   outline of priority programs and champions
till the next year

d) Finalisation of  budget for the current financial year

We completed the election process  for Wikimedia India Chapter Executive
Committee (EC)  Elections for year 2013 in today's Annual General Body
Meeting. We are happy to announce the results of the Election.

Total eligible Voters: 66 (Excluding 3 members of the Election Committee,
who cant' vote as per the Election rules)
Votes polled: 27 (26 by post and 1 in person), (40.9%)
Valid votes: 26
Invalid vote:1

 Hi Arunja,

 We're glad to see this promotion from Airtel as well. They ran a few
 marketing ideas by us before the launch but we weren't aware of this one in
 advance; we found out the same time as everyone else. We don't have the
 available staff to work with Airtel on these promotions so we rely on them,
 as we do with other partners, to run many of them at their own discretion.
 I also believe it would be great if WMF could coordinate with the chapters
 more but we'll need additional resources to do so. It's definitely worth
 talking about...

Subject: Election Notice for Wikimedia Chapter Executive Committee
Elections-2013

The Election Committee appointed by Wikimedia Chapter Executive
Committee(EC) for notifying and conducting the Election to Wikimedia
Chapter EC election, hereby announces the election to the Wikimedia Chapter
EC for the two year term.

A detailed ‘Rules  Regulations for the Election’ is available on wiki (
http://wiki.wikimedia.in/File:WMINElectionAndAppointmentRules.pdf) which
includes the Nomination Form for Candidature (at Page 7). As of now Members
who are on the membership roll as on 15 May 2013  are eligible to
participate in the Election and contest the Election (as per by-laws,based
on the date of election and AGM scheduled for 15 Aug 2013). An electoral
roll will be made available by the EC atleast three weeks before the AGM as
per the MOA. This will includes updates if any to the members list which
will be used for finalizing the slate of candidates as well as for mailing
ballots.

As per the communication from EC, two vacancies are to be filled.

Please note the following details:

1. Date of election: 15 Aug 2013.

2. Timing for voting in person: As per AGM Agenda which will be
communicated by Chapter later.

3. Place of election and for sending postal communication:
Wikimedia Chapter, No.194,
2nd 'C' Cross, Dommaluru 2nd stage,
Bangalore 560071. India.

4. Last date and time of receiving nominations:14 July 2013, 11:59PM IST
Chapter Public Wiki will be used as the electronic medium for submitting
and processing nominations. Each nomination is to be placed on a sub page
and linked from the Elections page. Members proposing and seconding the
candidature as well as  the candidate have to sign using their user-ids on
wiki. They also need to identify their membership number on their User
pages for validation. Nomination pages will be locked to prevent editing on
the day following the due date.] The public wiki is available in read only
mode due to maintenance currently. Members will be communicated once the
wiki is available for editing. Nominations can be filed by post also. Such
nominations should be sent to as to reach the registered office well within
deadline.

5. Scrutiny and Publishing Draft slate of candidates: 16 July 2013
5. Last date for withdrawal of nominations: 19 July 2013 11:59PM
6. Publishing final slate of candidates: 20 July 2013

organisers, volunteers, Wikimedia Chapter, CIS-A2K and TOU,Central Univ for
their efforts and help in making the event a success. Just one
clarification to put my involvement in correct perspective about the

 Telugu Wikipedia Community, in association with Wikimedia Foundation India
 Chapter, Telugu SIG, CIS-A2K and Theatre outreach Unit of UoH celebrated
 this Ugadi, the Telugu New Year festivity as a Wikpedia celebration.
 Celebration of completing 9 years, more than 50k articles and increasing
 users both in terms of readers and contributors.
 Once the program was planned, we had hardly a month's time left. So,
 whoever from the Telugu wikipedia community at Hyderabad, was invited and
 meetups were held at Golden threshold, Abids on every sunday till the event
 date.
 There were a lot of discussions that happened in these meetups, we could
 clarify each others' doubts and even take up small wikipedia learning
 sessions at these meets. A budget was prepared and roles were assigned. We
 started preparing invitations, and other logistics were being calculated.
 Almost for all of us, this was the first time to be on board for organising
 such an event. So, there were obvious worries and apprehensions about
 smooth conduct of event. Here, I should say that without Vishnu's efforts,
 we could not have organised this event to such a level. Right from
 convincing Rama Rao garu of TOU, UoH for venue to the post event tasks, he
 was always with us for support and help.
 We called on other Telugu wikipedians living in other cities to join the
 pre-event meetups to handle pre-event and event tasks. T. Sujatha garu from
 Chennai made herself available for the meet on 31st March. Her presence
 made people more confident.
 When the event day came, Arjuna garu arranged a wikiacademy at Centre for
 Good Governance(CGG) which me, Arjuna , Vishnu and Pavithran organised.
 This wikiacademy happened on 9th April.
 On the event day, that is on 10th, morning, a media meet was organised. It
 was intended for media people to know about wikipedia. It was attended by
 media heads from 4 different media houses. A panel discussion headed by
 Bhandaru Srinivas garu was organised. Key points on improving telugu
 wikipedia from a perspective of a media person was revealed in this
 discussion.
 Post lunch, we visited HMTV media office to know about the internal
 working of a television media news channel and press. Here we had the
 opportunity to get to know about how various programs are recorded and
 telecast.
 By the team, we returned to the venue, it was late in night. Then, we had
 a discussion where the next day's program and future resolutions for Telugu
 Wikipedia were discussed.
 Next day morning was the festival of Ugadi. The main day of the event.
 It started off with introductions, this pre-lunch forenoon was entirely
 meant for Wikipedians to interact with each other. But, Arjuna garu had
 something else in his mind.
 He arranged a talk from a person from indg.in, C-DAc and a live
 interaction over Google with Ravi Vyjasatya, one of the senior most
 Wikipedians.
 Post lunch, all the participants were divided into 2 groups, one of them
 were those who were entirely new to wikipedia, the others were the fello
 telugu wikipedians.
 For the newbies, a wiki academy was organised. And simultaneously, a
 discussion session where most problems and hurdles of wikipedians were
 discussed. Some of these discussions still are on at the forum at tewiki.
 Sowmyan was busy interacting with wikipedians and taking up memberships.
 We asked him to address the gathering after the discussions.
 By 5 we were done with most of our planned activities and were ready for
 the best part of any program, the public meeting.

One key step that was missed out in the past digitization initiatives was
making the meta data  about the book (title, author) available in the
language of the book.  Accomplishing that step alone could help  the lndian
language users in accessing the already digitized content. The next step is
transcripting the Indian language content from the digitized scans.

In Telugu, I initiated these steps  using  WIkisource project.

 I assume you are asking about the rational behind hiring Dr. Tejaswini
 Niranjana as a Consultant Adviser to the A2K team. As many of you on the
 list may not know, Tejaswini was one of the potential applicants for the
 position the Programme Director, Access to Knowledge. She had even made it
 to the short-list of candidates who were interviewed. In fact her interview
 happened the same day as mine at CIS. However, the interview panel felt
 that she is too senior and over qualified for the position, but wanted to
 keep her associated with the Wiki-movement in India. Then the interview
 panel suggested that we look at taking her as an Consultant Adviser. CIS
 (i.e. Sunil) went back to the WMF about this recommendation by the
 interview panel and the WMF accepted it, as uniformly it was felt that she
 would add tremendous value to the Wiki-movement in India.

 I personally think that Tejaswini brings with her wealth of experience and
 professional expertise of working in the sector of Indian Languages in
 Higher Education. In addition to this she has multiple research
 institutional contacts and networks, which will potentially add value to
 the Indian Language Wikipedias and contribute to the expansion of editors
 and content. I was told that she has already played an instrumental role in
 facilitating two outreach workshops to researchers and college students in
 Mumbai and Ahmadnagar, to which some of our Wikipedians friends have gone.
 I think we should all concur with the strategic decision taken by the
 interview panel, which I am quite sure will benefit us and the movement.

 That is a very challenging thought, Arjuna. Online surveys are potentially
 quite weak, as evidenced by the Facebook voting process (for policy
 changes, not the Facebook 'like' feature, whose purpose itself is full of
 questions).

 A possibility may be a continuous rating system, with radio buttons on
 each page, visible to logged in users (?), or actionable only by logged in
 users, rather than an optionable survey on some other page. I see
 difficulties with this as well, mind you, but throw it out as a suggestion.

 On the plus side, adding such user-involving features may be a way to
 bring in more 'mature' community involvement in knowledge creation and
 dissemination. I am often struck by the manner in which some relatively
 half-baked 'improvement' gets to be quite popular while worthwhile

also includes the edits that could be made through bots. Bots can be used
to improve the quality of Wikipedia by correcting for spelling mistakes
apart from less useful interwiki links. By one estimate, bots  are said to
be contributing to 10% to 30% of edits in  top ranked language
wikipedias.[1]

One clarification.
I took the sum of the metrics for the entire year rather than average.

 have that and many other useful stats after May 2010. Check

Yes and No, as any metric can be compromised. If database size is a
parameter, too many stub articles may adversely affect the quality.

Number of most active contributors is too small a number in most Indian
language Wikipedias. There has been debate about the % of people who
contribute to Wikipedia in English. While Jimmy is reported to have said
that it is small fraction which contributes the bulk, Aron Swartz did an
analysis that the bulk of contribution is made by large number of
wikipedians based on the bytes added metric. In wikipedia, I think the
former is more true, though it could be different if there are people who
are contributing stubs rather than reasonable sized articles.

You can get an account on Toolserver and obtain the database size
information.



 Also, any inference based on page views should normalize it based on the
 population of native speaking people to have a better perspective of the
 community's performance compared to its potential / size.


My analysis is more focussed on relative change in each language than
absolute numbers. The graphs included  the information for all the
languages to get a general feel of the languages together.

It is not the population alone which can be a significant factor, as there
are several other factors like the love for language and geographic
distribution of its speakers. Population numbers could be considered, but
then there is  lot of variation depending on the sources.

An exhaustive study would be  useful, if we can determine a independent
measure (may be by annual survey) as an impact of Wikipedia in
accomplishing its mission, then the various metrics  available like edits,
page views and their combinations  can be tried using statistical
algorithms to arrive at key parameters or parameter combinations.

I think it would be good for WMF to work on such a thing, as otherwise our
focus could be lost by looking at simple metrics like active editor/page
views.

 When I realized that Activity is a product of the entities I
 understood that the two entities are commutative. However, there was a
 particular aspect which puzzled me - the number of views/viewers is a
 function of the richness of the content. In other words, while that
 value can certainly be influenced by the language community, it cannot
 be controlled. Against that, the number of edits is a value that is
 under the sphere of control of a language community. And, within that,
 edits can perhaps be classified (in context of whether the data
 available facilitates that deep dive) as : human and bots. Within the
 human-edited subset, there are ways to visualize the trend of data

 TL;DR : the measure of activity could perhaps be accurately reflected
 when specific data points around editing are considered rather than
 using a relationship with views.


Rather than just the views, we need to look at the value felt by the
viewers (may be by an annual survey) as a measure of the impact of
Wikipedia's mission. In the absence of such a measure, we are looking at
Page views as an outcome. As page views itself may depend upon edits and
several other factors and influence other factors, I have considered it as
an input itself, as it is an important contributor to the activity.

There can be several ways to compute the quality of the Wikipedia. But that
is a different topic.

 Dear Wikipedians,

 The Wikimedia India Chapter was registered with the Karnataka
 Registrar of societies on 3 January 2011. We celebrate our second
 anniversary today :)

 Initially, the Chapter Executive Committee consisted of seven founder
 members. Over time, six of these founder members departed from the
 board after each of them made significant and invaluable
 contributions. The Executive Committee now bids goodbye to the seventh
 founder member, Anirudh Singh Bhati. The Executive Committee expresses
 its deep gratitude towards Anirudh for his wonderful contributions
 that have helped build the chapter. He becomes the first person to
 complete an entire term on the Executive Committee of Wikimedia India.
 We wish him well in all his future ambitions and hope he remains
 connected to the movement in some form.

 The Executive Committee has unanimously resolved to fill the vacancy
 created by Anirudh’s departure by co-opting Bala Jeyaraman. Bala is a
 distinguished Wikipedian who has been active on English and Tamil
 Wikipedia’s, being an administrator on the latter and was one of the
 organisers of the recently held Tamil Wiki Photo Contest. He will hold
 office until the next general body meeting which would need to approve
 his appointment.

 Another important step being taken by the chapter is our first
 fundraising appeal, which will be announced shortly. A lot of people
 may ask why the chapter needs a fundraiser when it has access to WMF
 funding. The answer is, we are still ineligible for FDC (we hope to be
 eligible for the second round of funding in 2013) and would need to
 rely on grants, spending of which is restricted by the WMF. Since
 formation, the chapter has relied heavily on the Executive Committee
 to take on the burden of running the show. In an ideal world, the EC
 would like to take on the role of guiding the chapter rather than
 actually be responsible for operations after two years of
 incorporation, which should be best done by professionals rather than
 volunteers in their spare time.

 The chapter has hired an employee (Sowmyan Trimurti, our Executive
 Manager) as well as plans to lease its own office premises in
 Bangalore. For this, we will soon be sharing a plan and will request
 the community for suggestions on the plan. We will also need the help
 of those volunteers who are in a position to support us. It could be a
 small individual donation or in the form of a corporate donation from
 an institution. A small token of support from you could go a long way
 in helping us achieving our goals of furthering the movement in India.

 Apart from this, we encourage the community at large to engage with
 the chapter and request our support wherever necessary without

 I'm not sure which web site you are referring to above - commons?
 chapter wiki? Karthik's email mentions the link to each winning picture on
 commons, and if you look closely below each picture is a section for
 Author.

 I'm not sure how familiar you are with WLM. But if you look on the commons
 page for the winners[1], a large majority of them are redlinks with next to
 no information about real names and locations of photographers. I believe
 the competition has more to do with the pictures themselves than the
 photographers. Some of the winners created their account for the sole
 purpose of uploading the pics, some chose their names, some didn't. It is
 their right if they choose to not declare their real name and location.
 Putting this information on commons without their permission, can be
 tantamount to WP:OUTING[2] and against the Wikimedia privacy policy.


I very much am involved with WLM and also know the policies.  You seem to
have missed some mails on this topic from me.

BTW, this is just not a virtual world event  as there is lot of prize money
at stake. I am not advocating  that Karthik share  the real names without
contacting the winners. If my mail was not clear in that aspect, I am sorry.

 Let's try and contain the disappointment, shall we? ;) This was a big
 initiative taken by such a young group of volunteers. They deserve to
 lauded for their achievement. The information about the individual
 photographer is rarely a priority during these initiatives.

Sorry to disagree. As mentioned, this is just not a pure  virtual world
event. Once we know the winning photographs, there is a curiosity to know
the author/photographers of the award winning entries.

Also after spending quite a lot of effort and money, there are more
expectations on leveraging this for the movement. May be some of these
people will become passionate Wikimedians and start initiatives to improve
media about India.





 Hope the winners will take  action to update their pages soon so that the
 community knows bit about them and their passion for Photography/monuments
 and their approach towards the contest and also few words about their
 winning entry.


 If they choose to mention those details, sure. They don't have to do
 anything, like the majority of winners from other countries.

Agreed. Again there is an opportunity for India to be different while

 The Wikipedia Women Workshop which took place on November, 4th 2012 in
 Vidyalankar Institute of Technology (VIT), Wadala was indeed a
 success.

 The people who volunteered in organizing this workshop were Bishakha
 Datta, Moksh Juneja, Karthik Nadar, Pranav Curumsey, Pradeep Mohandas,
 Anshuman Fotedar, Aditi Juneja, Harriet Vidyasagar, Nikita Belavate,
 Netra Parikh, Noopur Raval, Netha Hussain.  All discussions and
 planning done while organizing this workshop for women paid off. In
 all, 70+ women participants attended the workshop.

 The workshop started with a short introduction after which, wasting no
 time, the women participants moved on to learning how to edit
 Wikipedia which was though by the present on ground volunteers. The
 participants were were divided in groups and every group had to create
 a new article which wasn't already available on Wikipedia. In the
 process, women interacted with the volunteers, asked question
 regarding Wikipedia. Every group at least had added introduction to
 the new article.

 Having done with the basic editing, a general presentation on
 Wikipedia was given by some of the volunteers. This was followed by
 question and answers regarding the same. By this time, it was already
 1.30pm, so the lunch was announced. After having lunch, the
 participants got back to their seats. Pretty much everybody stayed
 back post lunch. Moksh continued with teaching how to edit Wikipedia.
 This time it wasn't it in groups though. References and Notability
 were the main topics that were covered in this session.

 Anshuman and Karthik then proceeded  with teaching photo uploads on
 Wikipedia. Quiz was conducted towards the end and Wikipedia-Tshirts
 were given as prizes for giving right answers. Karthik, then also
 showcased the winning images of Wiki Loves Momunents 2012 India. The
 long day came to an end with an overwhelming response and a call for
 organizing many such activities. The feedback received was positive.
 The participants enjoyed the workshop.

 We are thankful to everybody who made this event a great one. Thanks
 to all the volunteers. Special thanks to Moksh and Karthik who went
 out of the way to get everything arranged before hand at the venue, to
 Netha and Noopur for making it to the workshop and for working hand in
 hand with the Mumbai Community, to Srikanth Ramakrishnan who
 constantly stayed in touch for online help.

 Special thanks to whole Vidyalankar team. Vishwas Deshpande, Founder
 of Vidyalankar, who gave us an opportunity to to do the Mumbai's first
 Wiki Workshop for Women at Vidyalankar. Milind Tadvalkar (Director)
 and Seema Shah (Principal), Jayprakash Kurmi and Vivek and the
 complete IT Team at VIT, Mahesh from Canteen for an awesome Pav Bhaji

[Wikimediaindia-l] Volunteers for Wiki Academy on 6 Aug 2012, Monday at Dravidian Univ, Kuppam

Hi,

We have a Wiki Academy on 6 Aug 2012, Monday at Dravidian Univ, Kuppam, a
special university setup in 1997 with focus on the four Dravidian
languages, Telugu, Tamil, Kannada and Malayalam. About 80 research scholars
and faculty are expected to attend the Event.

We plan to leave early morning by car (takes around 2:30hours by Road) and
return by around 8 PM.

We are looking for  few Telugu, Tamil,  Kannada and Malayalam wikipedians

Radhakrishna, Chair, Bangalore SIG have confirmed our plans.

Thanks very much   for your response to the communication.  I appreciate
your words of appreciation  regarding Chapter accomplishments and the
contribution of EC members.  Whatever was achieved is a team  effort not
just that of EC, but the extended leadership team of the Chapter and the
support received from members, Donors, WMF.  On behalf of Chapter EC, I
would like to thank everyone for the same.

I would like to address some of the questions raised in response  briefly
in my individual capacity as EC member with regard to my decision to step
down from the EC.

When I started editing Telugu Wikipedia in 2007, I did not even think in my
dream about my future involvement with the movement.  It is just my love
for improving the computing in my mother tongue  that drove me to
Wikipedia, the mailing lists and subsequently to  a chance meeting with
Jimmy and others including Achal in Dec 2008. Having had prior experience
of serving in IEEE in different roles, I felt very much the need for a
national chapter and thought  of volunteering for the initial team. Though
I was not keen for an EC role, it is just the situations that developed one
after another  that pushed me into more active role. I tried to do justice
to my role during the founding of Chapter and subsequently. Thanks to the
support that was extended by one and all, I am satisfied about what was
achieved.  Personally, it has been a great learning experience for me in
Wikimedia, which I consider to be unique in the world (remember the quest
for Heritage tag!)  on several fronts whether it is technology, planning
and execution, communication, government and other stake holder interfaces
and  organisational matters

Coming to the question of my decision to step down at this time, I fully
believe that this is the right thing to do as the Chapter's boot strapping
is complete in my view and is ready for next phase of growth.  In any
membership based Societies, AGM and Elections  that coincide with it are
the major event at which leadership transition takes place.  It allows for
the new leadership  to take responsibility for the society and work towards
growing the organisation for the next year.

As you all know the AGM is scheduled for Sep 23, 2012 and a new EC will
take charge in 2-4 weeks from that date, which is mid Oct. As  the  two
year term as per Byelaws ends on Jan 2, there will be very little that I
can contribute by continuing to be on the EC for couple of months.

We have  put in place several of the operational policies and rhythms for
chapter.  I  along with rest of the EC  will be offering our support in
inducting the new EC.  l will be happy to be of help, if the revised EC
requires any help from my side subsequently to the best of my ability and
any constraints.

Some of you may remember that there were questions about  EC stepping down
at the last year's Elections.  While some of you may want  EC members to
continue, others may want  to see a change. It is only natural that each EC
member has to decide for himself when to step down subject to the larger
Byelaws and his/her own constraints and commitments towards the Wikimedia
cause and others.  Let me remind that even the term of 2 years that was put
in Byelaws is a compromise between  one year and three years, the other
choices thrown up during the Byelaw drafting discussions. What Byelaws says
is all theory and from the past 1 year 7 months of experience,  we know a
bit about what works and what does not in Wikimedia. May be the future EC
will change the Byelaws to make it even better.  Change for improvement is
what keeps any organism/organisation ticking.  I am fully confident that
necessary leadership will emerge and  after another year from now, we will
be celebrating many more accomplishments that we all can be proud of.

I am not sure whether I answered all your questions. There is a plan for
IRC on next Monday,  which I will be joining the same and will be happy to
answer  questions from members and community.

Once again, thanks every one for the opportunity to be part of this great
movement which I will continue to be associated.

[Wikimediaindia-l] Telugu Wiktionary launches WOTD

Hi,

Telugu Wiktionary launched Word Of The Day (WOTD) feature on its first
page[1] yesterday. The series is featuring words as per the Telugu alphabet
with today's word being COW (ఆవు). On behalf of Telugu Wiktionary
community, I  thank  Tejas Jain, Kannada Wiktionarian (user page[2]) for
all the tech help over three weeks in creating and fine tuning the
templates for WOTD and also for updating the first page to give a new look.

This feature has been a long felt need for Telugu Wiktionary and not much
work was done due to lack of competent tech editors in Telugu after the
initial roll out period of 2006-2009. During the recent special Bangalore
meetup with Hisham and Barry, there was a good discussion around the needs
of Indian language wikipedias. I, representing Telugu wikipedia and
OmShivaprakash, Kannada SIG Chair shared the need for fixing the template
problems. Hisham helped us connect with an English Wikipedia Editor with
technology interest. I projected WOTD and  Infobox India Jursidiction
templates (translated into Telugu long time back) as the major need.
However the said editor expressed regret as he is not comfortable with
working on localised tempaltes. Tejas who happened to see the discussion
offered to help out  with WOTD as he has done a similar thing for Kannada.
After two weeks of development and updates based on feedback, the feature
is now released.

Thanks to Hisham for interaction and followups which helped in getting us
connect with Tejas.

We need more of interactions offline and online among the various Wiki
language communities (technical/content) to strengthen our projects serving
information needs of people.

You can create PDF via export to Open document type format and then
reworking in Libreoffice Writer.

Here is the update on resolution relating to Chapters council formation
after due deliberations. The Chapters Conference in Berlin is expected to
deliberate this topic and  decide on the formation of Chapters council in
the next few days

The Executive Committee of Wikimedia India hereby resolves:

   1. Wikimedia India strongly supports the establishment of the Wikimedia
   Chapters Council.
   2. Wikimedia India authorises Naveen Francis and Tinu Cherian, its
   delegates to the Wikimedia meeting in Berlin to negotiate the founding
   document of the Chapters Council on behalf of Wikimedia India and to sign
   it.
   3. Wikimedia India’s joining of the Chapters Council will be subject to
   the approval of the Executive Committee.
   4. Additionally, Wikimedia India offers support to any task that is
   necessary for the successful establishment of the Chapters Council, subject
   to such tasks being compliant with Indian legal system.

Base Telugu words though old were already available under GPL, thanks to
the efforts of IIIT, Hyderabad which digitized CPBrown English-Telugu
dictionary. I just used it
for Telugu spell checker. I did not package it as a dictionary, as the
purpose is served by spell checker add on.

 one of the major issues which multiple Indic communities have asked to fix

keyboard technologies and issues for modern phones/tablet computing device,
with touch screen interface, and compose and shape the standard.

This standard will contain a conceptual model applicable to all Indian
languages with appropriate customization for each language.

*Need for the Standard:* A large majority of Indians are not comfortable
using computing devices with an English keyboard interface. INSCRIPT layout
was standardized by the Indian government in 1986 for QWERTY physical
keyboards, with the aim of interoperability and touch typing for all Indian
languages.  Due to limitations in accommodating the preferences of
languages other than Hindi, the high learning curve because of lack of
phonetic mapping between English and Indian language characters, and the
lack of availability of physical keyboards with Indian language characters,
alternate layouts, and transliteration based input methods as per the
preferences of vendors and users proliferated.

Phones/Tablets with touch user interface can display characters on keyboard
dynamically for each language. This can help people easily use their phones
for data needs in their native language.  INSCRIPT cannot be adopted easily
for the following reasons: it uses the top row (the row above QWERTY) of
the conventional keyboard and punctuation keys for Hindi alphabet. With the
smaller screen size and resolution on mobile phones, the virtual keyboards
are limited to only four rows, covering the basic English alphabet needs.
Therefore INSCRIPT is not usable readily even for Hindi. The proposed
standard will help in taking the benefits of computing and communication
technologies to everyone.

[Wikimediaindia-l] Chapter-Foundation: Co-Ordination Call-December Update

Here is a summary of the Wikimedia India Chapter and WMF India programs
coordination call.
Date of  call: Wednesday Dec 21 (Voice Conference)
Attendees: Arjuna Rao Chavala, Arun Ramaratnam, Naveen Francis, Sudhanwa
Jogalekar, Tinu Cherian, Anirudh Bhati, Asaf Bartov  Hisham Mundol

Operations

Hisham provided an update on the status of India Programs staffing. He
spoke about the challenges getting the right candidate for Consultant,
Communications, and requested help on this.

Hisham also briefed the Chapter about the offer that was accepted by
Subhashish Panigrahi and the redesignation of his position from Consultant,
Team Support to Consultant, Community  Program Support.

Chapter provided an update about the formation of five task forces to
increase member involvement and ownership in both the operations and
projects. Several SIG Chairs have been announced and some more are being
explored.

Programs

Hisham shared an update on Indic languages.  He mentioned that summaries of
discussions had been shared for all languages where discussions had taken
place and also that a synthesis of these discussions and recommendations /
suggestions had been shared by Shiju.  He further said that the next stage
would be to give specific suggestions for individual language communities
on the respective village pumps / mailing lists.  He also said that an
effort would be made to encourage every single active editor to participate
in the discussions of these suggestions and every avenue possible -
including identifying and reaching out to individual editor’s talk pages
would be explored. The eventual outcome will be to promote community
discussion, provide suggestions for community initiatives and identify
areas where communities wanted support from India Programs for pilots or
other help.

Hisham said that learnings from IEP are being gathered and documented and
that any future IEP initiatives will be designed based on learnings and
with community inputs.

India Programs had provided some support to the West Bengal initiative for
the Kolkata Book Fair as well as to the Pune community for te CMDA IT expo
stall.  Hisham mentioned that some CAs are planning to start a student club
in Pune on their own initiative - and that India Programs had provided
advisory support.

Hisham also outlined the work that Nitika was doing to support community
outreach efforts through collating and sharing best practices and outreach
material.  Wikimedia India (board) appreciated the detailed planning and
execution material being prepared by Nitika. EC  suggested to Hisham to
engage with  SIG chairs, as the objectives of strengthening the community
is common to both.  Hisham said that India Programs would support Wiki
Academies. Both of these were agreed.

Naveen explored the support that can be provided by India Programs. Hisham
extended all the possible help for any outreach initiative.  Hisham also
offered help to EC for Arun’s work Special Projects (e.g., GLAM, etc.)  It
is agreed that EC  members and India programs team will reach out to one
another as required on each project for better coordination.

A discussion on formalising a collaboration framework has been initiated.
It is agreed to speed up the work on the same.

Glad to see part of the  stats that I have been waiting for quite some
time. The # of unique visitors from India is the other part that I hope
will be included soon.

Interesting  to see that Marathi tops followed by Hindi, Telugu and
Kannada.  I found a good % for Kannada coming from China equal to US, which
seems a bit unusal.  Probably the general distribution for languages,
also  reflects the distribution of the Indian language speaking diaspora
across the world.

  But unfortunately, the community could not be strengthened due to various
 issues like access to Internet. computing platform, issues with rendering
 and input methods and we ended up with stub articles remaining in the same
 state.


 That is the case in all Indic wikis which used bots to increase the number
 of articles. According to me strength of the community also should grow as
 the number of articles grows. If we focus on community growth, articles
 numbers will grow as a natural outcome of that. As we already saw it will
 not happen the other way round for Indic wikipedias. As one editor pointed
 out in discussions, *Users will be attached to a wiki only if they feel
 proud about it*. So it is important that we should plan some programs to
 retain existing users and attract more new users to Indic wikis. We need to
 have some programs to bring back our old editors also.

 Bringing back old editors could be more difficult than bringing new
editors. I talked to few experienced but currently dormant editors on
Telugu Wiki and was  not successful.

 Tamil Wikipedia announced a Media Contest to increase the commons
 media files like photos, audio and video in the wikipedia world.

 DigiKam has it, but due to some issues, the mediawiki plugin is not
 released.

 So, I started to write my own script for uploading all the files in a
 folder to upload to mediawiki.

Thanks also for making it open source, as it can be inspiration for others
to improve it and/or build other tools, which can simiplify working with
wiki projects.


Based on my previous experience with commons, the category addition is a
pain point, even with current default tools on commons.  Categories are not
added as part of Upload. After few days, a bot will flag all those images
with the uncategorised warning.  Can you explore enhancing the tool to
support categorisation along with Upload?

I will try  your tool in couple of weeks and provide more  feedback.

Thanks for the extensive work you have done in surveying the language
Wikipedias and sharing insights on key priorities.  I have browsed through
the reports and found them interesting.

What I found one of the key factor behind active communities particularly
Tamil and Malayalam, is the support of Government for the initiative.  This
could be a priority area for  other Wikipedias as well.

When some of the language Wikipedias started to use the bots for creating
stub articles, they would have imagined the strengthening  of community  to
improve the same. But unfortunately, the community could not be
strengthened due to various issues like access to Internet. computing
platform, issues with rendering and input methods and we ended up with stub
articles remaining in the same state.

I agree that use of bots for example could have been limited to District/
Mandal(Taluk) headquarters  rather than covering all the villages in the
case of Telugu Wikipedia for example. If  appropriate stubs are created as
part of overall project with committed community members and a definite
time frame,  seeding of the pages with stubs could be useful.

As internet penetration and mobile data access increase, we will get even
 more Indic readers.

I also want to try and identify potential areas of support that India
 Programs could work closely with communities on.  The idea is to support
 community across languages.  We would like to identify a very limited (1 or
 2) pilots of a very controlled nature (in terms of scale) that we would
 like to collaboratively design with respective communities.  Given the
 efforts that will be required in any pilot (even if it is of a relatively
 small scale), we believe that there needs to be a certain basic level of
 community size and collaboration to be able handle such pilots.


Chapter has kicked off Language SIGs  for some of the languages.  I am sure
the language SIG chairs and the active language Wikipedians will be eager
to interact with you on the  next steps.

initiative, based on our discussion with Liam in the beginning of the year.

Hi Friends,

Indic languages have an opportunity to gain their rightful place in the
computing and communications world on par with English or other languages,
with the availability of smart phones and tablet computers with touch user
interface  at lower price points.

I have been involved in leading a study group on this topic for the last
one year to develop  the project proposal for virtual  keyboard standard. I
am glad to report that the project for development of standard has been
approved by IEEE-SA  on Dec 8, 2011.

alternatives, IEEE-SA membership will be needed, which again is being
offered at reduced rates for Indians.  The official Work Group will be

Indic support from rendering and input method point of view is currently
available on some mobile devices. Some virtual keyboards are using phonetic
approach which use English keyboard. Some others are following an adhoc
modification to INSCRIPT. There are some vendors with  patented solutions
for 12 key interface. But there is no standard of virtual keyboard  for
touch interface, which makes it easy even for a class 1 student of indic
language to type his name for example. This initiative is aimed at bridging
that gap.  Once the standard is approved,  indic support in a standardized
way should be available on most smart phones and tablets. Since it will be
packaged as mobile app, it can be deployed on even older version of smart
phones with touch interface.

I am some times puzzled by assumption  that people have about   Wikipedia
policies for individuals related to editing a wiki page online apply
equally to real world Wikimedia organisations with accountabilties to
various stakeholders including Government.  I am also concerned about  the
assumed separation between community and chapter based on some recent mails
to the India list.

Let me elaborate my thoughts on this.

Chapter members including EC members are part of community and serve
Community and the movement.  It is just the level and structure of
engagement of a person that determines whether he/she is part of  Chapter.
If a person reads Wikipedia, he/she is member of  community. If a person
contributes to Wikipedia, he/she is part of smaller subset of
communitycalled editors. If a person would like to promote Wikipedia
in real world,
he could do as an individual or become a member of chapter,  leverage the
benefits of the legal entity called Wikimedia chapter, get affiliated
with SIGs  and  contribute.

Chapter IRC is open for everyone. Even membership is open for every Indian
aged above 18. So I would request everyone to treat Chapter as a subset of
community with more focus on growing the movement in real world.

Coming to your specific question about the plan for  sharing public
communications in advance, here is my view. As I understand, Trust is an
independent legal entity contributing to Wikimedia movement in India. So
the coordination calls are a mechanism to share plans and issues so that
the overall effectiveness can be improved.  Advance notice for any public
communication was agreed so that  each entity could provide the other
feedback if any, if such communication were to attribute some things to the
other or lead to confusion in the stakeholders.  It is mutual. I am sorry
the minutes did not reflect the same, though it was discussed and agreed.

 For us any number is good :) Having said that, I have subscribed to the
 hashtag on twitter, so can get some numbers in sometime, not sure about
 checking facebook. Absolutely no way to get a count of emails :D. We need
 more readership, so we knock all the doors without worrying much on effect,
 but most of the efforts we take(Contests, Featured Wikimedians, Sitenotice
 campaigns) give us good results for our scale.(IMO except physical outreach
 which gives the least RoI). We are also planning to start a full fledged
 facebook page soon(may be post the media contest) to leverage facebook more
 to showcase DYK, ITN, FA, FPX and hope to get more visitors,editors.

 On English community's debate, its in a very different galaxy, am not even
 sure if we are in same universe(on numbers etc), So things differ.


I saw this used on  Wiki Conference India page

there is some easier analysis of the number of view of the
conference, pre and post the introduction of sharing buttons, it may give
idea the usefulness of the idea. Probably this could apply to Tamil contest.
