That would be a DC to DC converter not a charger. Many AC to DC converters will accept DC voltage I use one in my EV for the 12v out system. It takes the pack DC 160 volts and make 12 volts DC for the auxiliary power. There is a formula to calculate AC to DC equivalent voltage you can Google it.
