The dynamic shortcut assignment clashes with mnemonics. It is turned off
by default. You can turn it on in the preferences (InterfaceKeyboard
shortcutsDynamic keyboard shortcuts). It's wise to turn it off once
you're done so you don't reassign by mistake.

This functionality indeed appears to only be in 2.3. If you want to have
a little more interactive control on how the text is placed on the
curve, I really suggest using Inkscape (http://inkscape.org) and import
back to GIMP.

illustrator. They have very nice tools for creating arrowheads and
editable rounded rectangles. It sounds like a much better tool for the
job you describe.

a reason why the product isn't used in a professional IT setting,
whatever that is. I have been using GIMP professionally for over 5 years
