Hi Floreline It depends on the 'source' of the tool: If you add the tool via Tool Shed, then there is no need to restart the Galaxy server. However, if you add a tool manually (i.e. by adding a line to tool_conf.xml) you need to restart the server - at least that is my current knowledge.
