PUZZLE WRAPPED IN AN ENIGMA: UNDERSTANDING KONKANI IN GOA By Pratap Naik, S.J. Pre-liberation Goa: During Goa's pre-liberation period, members of the majority community and common folks of the minority community, for their oral communication, used Konknni. The majority community used Marathi for primary education, for popular religion, accounts, written communication, theatre and other spheres of their lives. The elite of the minority community used Portuguese at home and for education. They used Konknni to converse with the majority community and common folks of the minority community who did not know Portuguese language. Portuguese was considered the language of the cultured. The elite of the minority community looked down on Konknni as a language of the servants and the socio-economically backward commonfolk. Konknni in the Roman script was used for popular religious practices and by the mass media. Konknni written in the Devanagari script hardly existed during this period. It had practically no influence over the members of the majority community too. Marathi also enjoyed a privileged position among the majority community, which identified Marathi as their intellectual and cultural language. However there was no animosity or rivalry among the users of these three languages. These three languages co-existed with unity and harmony. In the post-liberation period: After 1965, in keeping with the teaching of the Second Vatican Council, the Catholic Church all over the world replaced Latin by local languages for the religious domain. Due to this, in Goa too, the Church actively promoted religious services in Konknni. The Church contributed to standardize Konknni in the Roman script, which had its roots in sixteenth century. Let us call this dialect as Roman Script Standard Konknni (RSSK). After the liberation of Goa, Konknni language suffered a number of setbacks. This happened due to partly lack of vision and leadership on the part of the minority community, and partly due to the manipulative tactics used by self-proclaimed protectors of Konknni. *** After the liberation of Goa, Catholic schools introduced Konknni in the Devanagari script as a third language in their schools. The Devanagari proponents succeeded to convince a few leaders of the minority community that the Devanagari script is the natural script of Konknni and it is related to our nationalism and patriotism! Majority of the students were from the Catholic community. They were familiar with the Roman script and the RSSK dialect due to religious literature and mass media. But the RSSK dialect was not taught in schools. A different dialect was thrust upon them in the name of Konknni and nationalism. According to Ulhas Buyanv, one of the stalwarts of Opinion Poll in Goa and veteran Konknni singer, a Konknni dialect of three per cent of a minuscule section of the majority community was forced upon 30% minority community. Students of the minority community who had opted for Konknni had no real option. They were not familiar with Marathi. Besides they never identified with Marathi as their language. Between Marathi and Konknni, they were pushed to take Konknni in Devanagari script. Students learnt Konknni not out of conviction or love of Konknni, but out of sheer compulsion. Therefore, they never took interest in keeping up the language they learnt. Once they finished their education, they simply gave up reading and writing Konknni in the Devanagari script. This situation created a strong feeling of dislike towards Konknni in the Devanagari script among the minority community. If the textbooks had included the Konknni dialect of the majority community and the RSSK dialect of the minority community, this unhealthy tension could have been avoided and a healthy blending of two dialects would have helped to promote a new standard dialect of Konknni in Goa. Dialects and scripts are emotional issues. In a democracy, one group cannot impose their preferences on the others. Language is far more important than its scripts. Unfortunately, among a section of Konknnis (or, Konknni speakers) the Konknni language was identified with the Devanagari script. *** Schools run by the majority community promote more of Marathi compared to Konknni. As on September 30, 2004, there were 137 Konknni medium primary schools run by NGOs. Out of these only six primary schools are exclusively run by the majority community. However, the majority community was running 63 Marathi medium primary schools. On the other hand, the minority community ran 126 Konknni medium primary schools. Konknni can be offered as the third language from the fifth to tenth standard in schools in Goa. As of February 3, 2005, in Goa there are 292 NGO high schools. Out of which only 207 schools offer Konknni as a third language. Out of these, 207 schools 126 belong to the minority community.

The decision to this effect was taken at a joint meeting of the Chief Minister, Mr Pratapsingh Rane and the PWD Minister, Mr Ramakrishna Dhavalikar, thereby dropping the controversial water tariff hike notification, which was made effective from October 1, 2005. The decision was taken after the Congress Legislature Party (CLP) meeting held earlier at the Chief Minister's official residence at Altinho, here, voiced protest over the water tariff hike and demanded that the tariff be rolled back. Mr Rane later summoned Mr Dhavalikar and held meeting and finalised the decision. The notification scrapping the earlier controversial notification will be issued by tomorrow. Mr Rane told 'The Navhind Times' that he had given an assurance to rollback the hike in the water tariff in the budget session of the assembly. He said those consumers, who had paid the enhanced water tariff from October 2005, will be refunded. Mr Rane asked the general public to approach the public works department for seeking refund. He also said that the bills in the enhanced rate which have been already issued to the consumers will be rectified by the PWD. The domestic and other small consumers, like student hostels, hospitals, dispensaries, and so on, which are not falling within the purview of the Goa, Daman and Diu Shops and Establishment Act, 1974, educational institutions and recognised charitable trusts and institutions will have to pay Rs 2.50 per cubic metre for first 20 cubic metre. While the second slab, consisting of those consuming water above 20 cubic metre have to pay Rs 5 per cubic metre per month. The minimum charges is Rs 30 per month. In respect of registered and unregistered co-operative housing societies, which have been given a single water supply connection covering large number of residential flats, the basis for the tariff will be number of flats in the housing society and not the single house service connection given for example in case one house service connection for 50 residential flats in the co-operative housing society will be charged Rs 2.50 for first 20 cubic metre and above 50x20 cubic metre will be charged at the rate of Rs 5 per cubic metre. It may be recalled that the government during October 2005, had changed the first slab into four slabs and fixed a tariff of Rs 2.5 per cubic metre for first 15 cubic metre. The second slab was Rs 5.50 per cubic metre for consumers who consume water above 15 cubic metre to 50 cubic metre. The third slab was Rs 12 per cubic meter for those consuming water between 50 cubic metre to 65 cubic metre. While the those consuming above 65 cubic metre the tariff was Rs 30 per cubic metre. Besides, the government had also directed the co-operative housing societies to register themselves within six months, threatening to discontinue their water connection. It's just a simple conversation I had with one of my Kuwaiti friends... and thought it a good idea to write about it... Here's the article: A Kuwaiti friend of mine said to me the other day, Goa used to be very safe, with no crime and tourists felt safe. But, unfortunately the crime rate is climbing! I dont know what causes it. Is it due to the many poor people who have begun to enter into the state through the many means of cheap transport made available by trains and buses or due to the Street Trader or the locals themselves? Here's what I shared with her I do agree with you that, of late, Goa seems to be receiving some unfavourable publicity due to several tourists being robbed and murdered! Although Goa does not have a high crime rate and is still relatively safe for anyone exercising common sense, yet, I can't help but say, Tourists do attract criminals and con artists, like dogs attract fleas! You see, it couldn't be the Goan people who have started to commit the crimes, because Goans are friendly and helpful. I'm not saying this because I too am Goan, but because it's a known fact! If you try to speak a little Goan, they will appreciate and try hard to communicate with you. The Goan culture is different from the culture in the whole of India. Many Goans are desperately poor, but even then, the vast majority would not resort to crime! In fact, Goan society tends to look after the unfortunate and families are known to stick together and help their family members. For those who say, It's due to the Street Traders. They could be right, but, sending street traders off the street will amount to denying many of them of their source of livelihood. I remember once asking a little boy, Where's your mother? He pointed his small little finger towards a direction and said, She's there. I felt so terrible for that little boy and I said, Then why are you standing here in the heat and selling these fruits? Instead, I gave him some money and in return, he gave me a huge smile! My friend kind of agreed with me about the street traders and I clarified that point too! If street traders should be moved off the street, it wouldn't be because they are a nuisance, but to put order to a previously unmanageable and messy state! For example, the Candolim area is full of shelters covering most of the pavements with no walking space for pedestrians! This only serves as a nuisance! So, in my opinion, I don't think street traders are a nuisance. Why? Because they sell things at a cheaper rate and more available as one can get things on the way home. The only thing the government should do is give them a central place where they can sell their goods because if they are chased from the streets where will they go? They are the people who will start beating other citizens to look for income. A central market could be regulated by the government to prevent its abuse. Street traders close to the roads and pavements should, however, be prohibited and some kind of order and regulation is needed. She continued to be negative about the street traders saying, But, don't you agree with me when I say that the street traders are not a tourist attraction? I replied her, Yes, you are right! They are a poverty stricken people trying to earn money to feed themselves and their families. She continues, Whenever I visit India, I am bathed by them, and yes they do test your patience! I know exactly what she meant and I said, They sure do test your patience, but, don't you see the desperation in their eyes? They just need to sell their goods in order to survive! If you ask me, I would rather buy some beautiful handmade jewellery or deliciously fresh fruit and vegetables from the street trader at virtually and literally a cheaper price than enter a glazed window seller, where I would end up paying double She was kind of taken aback at what I said, but at the same time, she didn't comment any further! About 1.3 million out of a workforce of 400 million.The IT/BPO workforce will increase to 2.1 million by 2010 according to McKinsey/Nasscom projections. India is already running short of suitable IT/BPO talent. MckInsey-Nasscom predicts shortage of 500,000 capable graduates by 2010.Costs are rising. Satyam expects to raise wages 18-19% this year. If we want to go to Goa from Mumbai there are several vehicular options. We can travel by airplane, drive in car or bus, take a train or sail in ship. This has caused utter confusion as these HP consumer's have not been intimated individually about the change of dealership either by the existing dealer, the new dealer or the HP Company. Moreover, the domestic consumer blue book has not been endorsed with the necessary changes. The Forum is of the opinion that each Petroleum Company must be represented only by a single agent in the village so as to ensure that proper services are provided to the consumers. The RCCF memo also pointed out that since bills were not provided to all consumers the extra charges being taken could not be curbed, while the safety of the consumer when using LPG cylinders could not be ensured if regular safety checks of the tube, regulator and stove were not undertaken by a qualified Company mechanic at the residence of the consumer. The memo further pointed out that there were many cases wherein domestic LPG cylinders are diverted and supplied for commercial purposes such as in restaurants welding workshops and even in vehicles as a fuel due to which there is a short supply for the genuine domestic consumers. Everytime I read a crime story in Goa, I somehow picture a Bollywood style policemen, wearing Hawaldar pants, twirling his mustache and hoping to come across a villain who utters the infamous line Prem hai mera naam, chori mera kaam. The only detective tool available to police seems to be those hapless police dogs which appear on the scene whether it be a robbery, rape or murder. What are those dogs supposed to do exactly? Anyone with half a brain operating, knows that sniffer dogs will sniff a trail only if they have a scent to pursue. Can we assume that the robbers or murderers dropped off their jackets at the police station prior to proceeding on their way to rob Mr Mrs Amit Gaunkar? Come on chaps, get with it. What about sketch artists? What about fingerprints? What about some forensics, however basic they maybe. If you can't manage to get a team trained in forensics, I suggest you rent the enter season of CSI, available on DVD and make your short-pant clad Hawaldars watch it. I once had the pleasure of observing security detail being put in place for a tight-security operation. There was a chain of police that stretched from the Zuari bridge all the way upto Vasco city. Ofcourse there was a one mile distance between each policemen and none of them had a walk-talkie. In the event some terrorist was spotted by a cop, I'm assuming there would be a relay race all the way to the police headquarters? The crime rate in Goa is soaring faster that the price of fish. During the last heavy showers, this waste was washed down to Rasaim in Loutolim village, polluting the nullahs and wells in the area. Residents from here had last year raised the issue at the 'gram sabha' and also complained that cattle had died in the village and post-mortem reports confirmed that the animals had died after consuming waste plastic. The residents had then forced the panchayat to inspect the site and demanded to put a stop to the problem, but now unscrupulous elements have found the highway an easy site to dispose their waste, they charged. With waste being disposed by the hotels and hatchery owners at this site, there has been an increase in the number of stray dogs. Residents often complained that these dogs often attack humans and kill domestic animals. It may be recalled that the problem was also brought to the notice of the local MLA Aleixo Sequeira at the function held to lay the foundation stone for the Goa Chamber of Commerce administrative building at the industrial estate, by chief minister Pratapsing Rane, when the MLA requested the CM to have a site for the disposal of wastes at the industrial estate. The Verna Industrial Estate is the biggest in Goa, but sadly doesn't have a garbage disposal site. Many travelers from the UK come to Goa on 180-day tourist visas. To enable them to acquire a home, they sign a lease-contract that enables them to enjoy the use and possession of a home in Goa in the interim (i.e., until they qualify for the freehold in the manner described below), which they otherwise would not be able to do because of their 180-day visa. On the strength of their lease-contract as proof that they have a home in Goa, many of them have then obtained longer-term visas (i.e. of more than six months duration) from Indian high commissions/consulates abroad, or six-month, non-tourist visas that can be extended in India. Some may travel to a neighboring country like Sri Lanka or Nepal to renew their Indian visa and return to India thereafter. This enables them to fulfill the residence criterion, i.e., to stay for a 183-day period in any particular year and thereby qualify for freehold ownership. The lease contract has a duration of 58 months (approx. five years) and is renewed for additional 58-month periods, as necessary or until such time the foreign national is able to qualify for the freehold. As soon as he or she does so, the lease-contract is converted at no extra cost into a freehold (purchase) deed, which is then registered in the local property registry office. The lease arrangement is convenient for many since most travelers are initially issued only 180-day visas. In any case, they usually spend only a few weeks each year in the initial stages. Most of them intend to spend longer periods in future when they will use their home in Goa for their retirement years. Therefore, they plan to qualify for the freehold electively when it is convenient for them to spend the six-month period in India and / or when they are ready to retire. The period of residence need not be continuous, but has to add up to 183 days in any tax year (April to March of the following calendar year). The reason that the lease contract has a duration of under five years is because the regulations prescribe that any lease arrangement of 60 months or more requires the lessee to fulfill the residency requirement. Another aspect of Indian property regulations is that a foreign national is not permitted to repatriate the proceeds of eventual sale of the property. This legislation is probably intended to discourage speculative trading in real-estate by overseas investors. Hence, a foreign national based in England, for example, who sends Pounds to India for purchase of a villa or apartment, can sell his/her home at some future date if they wish. However, their bankers in India are not allowed to remit the sale price in Pounds back to the country of origin of the seller. The sale proceeds have to be credited to a local bank account of the seller and can be used in any manner as he or she wishes, including the acquisition of another home in Goa. Capital-gains tax is payable on the profit that the seller will make. The tax rate is 20% of the gain if the property has been held by the owner for more than 3 years and approx. 30% of the gain if the seller sells before 3 years of purchase. You need to be a RESIDENT to BUY a property (which means get your deeds). If you are not a RESIDENT then you still own the property on a leasehold as has already been mentioned. What is a RESIDENT. They must be in India for a period of 182 days in the proceeding financial year AND prove their intention to stay in India. BOTH criteria MUST be fulfilled, not just the 182 day bit. Can people please take note of this as it seems to be overlooked by many. The RBI does not stipulate how you can prove your intention to stay but basic employment, having a RUNNING business or selling everything in your home country and moving to Goa should suffice. People have been advised by solicitors to buy property under a business name, dont do it unless you are aware of the law. I find this constant just like Blackpool moan very irritating. The majority of people coming to North Goa choose it because they want the bars and nightlife, while still experiencing some aspects of Indian life. Very few places have loud music after midnight, and every where (apart from Calangute's main road) still has a chilled feel to it with friendly people around, both local and tourists I was in Baga in November and Blackpool in January and i had no trouble telling the two apart! Gemma1 * Blackpool is cold and grey, Baga is hot and sunny! I wouldn't worry too much about it bazchops, you really need to try it yourself and make your own mind up. We only visited Baga for the day but I preferred it to Calangute which was really manic and I found the top end of Baga near the river quite picturesque. Like you I love Greece but find Corfu a bit too commercialised, I prefer the islands you can only visit by ferry. Visiting Goa is an experience and I'm sure you'll have a great time - just go with an open mind.
