PUZZLE WRAPPED IN AN ENIGMA: UNDERSTANDING KONKANI IN GOA

Pre-liberation Goa: During Goa's pre-liberation period,
members of the majority community and common folks of the
minority community, for their oral communication, used
Konknni. The majority community used Marathi for primary
education, for popular religion, accounts, written
communication, theatre and other spheres of their lives.

 The elite of the minority community used Portuguese at
 home and for education. They used Konknni to converse
 with the majority community and common folks of the
 minority community who did not know Portuguese language. 
 Portuguese was considered the language of the cultured. 
 The elite of the minority community looked down on
 Konknni as a language of the servants and
 the socio-economically backward commonfolk.

Konknni in the Roman script was used for popular religious
practices and by the mass media. Konknni written in the
Devanagari script hardly existed during this period. It had
practically no influence over the members of the majority
community too.

Marathi also enjoyed a privileged position among the majority
community, which identified Marathi as their intellectual and
cultural language. However there was no animosity or rivalry
among the users of these three languages. These three
languages co-existed with unity and harmony.

In the post-liberation period: After 1965, in keeping with
the teaching of the Second Vatican Council, the Catholic
Church all over the world replaced Latin by local languages
for the religious domain. Due to this, in Goa too, the Church
actively promoted religious services in Konknni.

The Church contributed to standardize Konknni in the Roman
script, which had its roots in sixteenth century. Let us call
this dialect as Roman Script Standard Konknni (RSSK). After
the liberation of Goa, Konknni language suffered a number of
setbacks. This happened due to partly lack of vision and
leadership on the part of the minority community, and partly
due to the manipulative tactics used by self-proclaimed
protectors of Konknni.

*** After the liberation of Goa, Catholic schools introduced
Konknni in the Devanagari script as a third language in their
schools. The Devanagari proponents succeeded to convince a
few leaders of the minority community that the Devanagari
script is the natural script of Konknni and it is related
to our nationalism and patriotism!

Majority of the students were from the Catholic community.
They were familiar with the Roman script and the RSSK dialect
due to religious literature and mass media. But the RSSK
dialect was not taught in schools. A different dialect was
thrust upon them in the name of Konknni and nationalism.

According to Ulhas Buyanv, one of the stalwarts of Opinion
Poll in Goa and veteran Konknni singer, a Konknni dialect of
three per cent of a minuscule section of the majority
community was forced upon 30% minority community.

Students of the minority community who had opted for Konknni
had no real option. They were not familiar with Marathi.
Besides they never identified with Marathi as their language.

Between Marathi and Konknni, they were pushed to take Konknni
in Devanagari script. Students learnt Konknni not out of
conviction or love of Konknni, but out of sheer compulsion.
Therefore, they never took interest in keeping up the
language they learnt. Once they finished their education,
they simply gave up reading and writing Konknni in the
Devanagari script. This situation created a strong feeling of
dislike towards Konknni in the Devanagari script among the
minority community.

 If the textbooks had included the Konknni dialect of the
 majority community and the RSSK dialect of the minority
 community, this unhealthy tension could have been
 avoided and a healthy blending of two dialects would
 have helped to promote a new standard dialect of Konknni
 in Goa. Dialects and scripts are emotional issues. In a
 democracy, one group cannot impose their preferences on
 the others. Language is far more important than its
 scripts. Unfortunately, among a section of Konknnis (or,
 Konknni speakers) the Konknni language was identified
 with the Devanagari script.

*** Schools run by the majority community promote more of
Marathi compared to Konknni. As on September 30, 2004, there
were 137 Konknni medium primary schools run by NGOs. Out of
these only six primary schools are exclusively run by the
majority community. However, the majority community was
running 63 Marathi medium primary schools. On the other hand,
the minority community ran 126 Konknni medium primary schools.

Konknni can be offered as the third language from the fifth
to tenth standard in schools in Goa. As of February 3, 2005,
in Goa there are 292 NGO high schools. Out of which only 207
schools offer Konknni as a third language. Out of these, 207
schools 126 belong to the minority community.

You remind me of those in the US who insist that
Kennedy, Reagan and Bush cut taxes, even though the

Kennedy, Reagan and Bush did not cut taxes, they cut
income tax rates, which expanded the economy and
resulted in an increase in actual taxes to the
government. 

It's the difference between static and dynamic
economic analyses.  Economics is dynamic, not static. 
People respond to circumstances, do not just succumb
to their environment.  Malthus has been wrong for the
same reason the tax cut hand wringers have been
wrong.  His pessimism was based on static analyses,
the world is dynamic.  This is why Malthus, while
sounding plausible to liberals itching to get their
hands on the economy, he has been wrong for over 200
years.

I think you are talking about Agnes.  This was way before my time in  the UK 
. I have not seen this beautiful lady. 
 
I came to the UK in 1976
 
I do know her brothers Flavio  Ronnie Amaral they I knew them in Goa  in the 
late 70s. They used to live in Bombay.  They did mention about their  sister 
who used to sing for a Goan Band in London.
 
Hence I put 2  2 together and the name Agnes cropped up.

critical article on Portugal by Mario de Queroz. It was sent by Fred on Goanet

Please don't just promise criticism, please do it. However, please let me 
alert you that I have a lot of 'ammunition' at the ready including for every

Rane rolls back hike in water tariff 

The state government today decided to rollback the water tariff 
for domestic consumption to the rates prevailing in 2002. The decision 
to this effect was taken at a joint meeting of the Chief Minister, 
Mr Pratapsingh Rane and the PWD Minister, Mr Ramakrishna Dhavalikar, 
thereby dropping the controversial water tariff hike notification, which was 
made effective from October 1, 2005.

The decision was taken after the Congress Legislature Party (CLP) meeting 
held earlier at the Chief Minister's official residence at Altinho, here, 
voiced 
protest over the water tariff hike and demanded that the tariff be rolled back.

Mr Rane later summoned Mr Dhavalikar and held meeting and finalised the 
decision. The notification scrapping the earlier controversial notification 
will be 
issued by tomorrow.

Mr Rane told 'The Navhind Times' that he had given an assurance to rollback 
the hike in the water tariff in the budget session of the assembly. He said 
those 
consumers, who had paid the enhanced water tariff from October 2005, 
will be refunded.

Mr Rane asked the general public to approach the public works department for 
seeking refund. He also said that the bills in the enhanced rate which have 
been 
already issued to the consumers will be rectified by the PWD.

The domestic and other small consumers, like student hostels, hospitals, 
dispensaries, and so on, which are not falling within the purview of the Goa, 
Daman and Diu Shops and Establishment Act, 1974, educational institutions 
and recognised charitable trusts and institutions will have to pay Rs 2.50 per 
cubic metre for first 20 cubic metre.

While the second slab, consisting of those consuming water above 20 cubic 
metre have to pay Rs 5 per cubic metre per month. The minimum charges is 
Rs 30 per month.

In respect of registered and unregistered co-operative housing societies, 
which have been given a single water supply connection covering large number 
of residential flats, the basis for the tariff will be number of flats in the 
housing 
society and not the single house service connection given for example in case 
one house service connection for 50 residential flats in the co-operative 
housing 
society will be charged Rs 2.50 for first 20 cubic metre and above 50x20 
cubic metre will be charged at the rate of Rs 5 per cubic metre.

It may be recalled that the government during October 2005, had changed the 
first slab into four slabs and fixed a tariff of Rs 2.5 per cubic metre for 
first 15 
cubic metre. The second slab was Rs 5.50 per cubic metre for consumers 
who consume water above 15 cubic metre to 50 cubic metre. The third slab 
was Rs 12 per cubic meter for those consuming water between 50 cubic metre 
to 65 cubic metre. While the those consuming above 65 cubic metre the tariff 
was Rs 30 per cubic metre.

Besides, the government had also directed the co-operative housing societies 
to register themselves within six months, threatening to discontinue their 
water 
connection. This had triggered a protest from the state unit of the Youth 
Congress 
as well as from the opposition BJP.

  How are you... I have another article for you... this time... It's just a 
simple conversation I had with one of my Kuwaiti friends... and thought it a 
good idea to write about it...
   
  Here's the article:
   
  A Kuwaiti friend of mine said to me the other day, Goa used to be very 
safe, with no crime and tourists felt safe. But, unfortunately the crime rate 
is climbing! I don’t know what causes it. Is it due to the many poor people 
who have begun to enter into the state through the many means of cheap 
transport made available by trains and buses or due to the Street Trader or 
the locals themselves? Here's what I shared with her…
   
  I do agree with you that, of late, Goa seems to be receiving some 
unfavourable publicity due to several tourists being robbed and murdered! 
Although Goa does not have a high crime rate and is still relatively safe for 
anyone exercising common sense, yet, I can't help but say, Tourists do 
attract criminals and con artists, like dogs attract fleas! 
   
  You see, it couldn't be the Goan people who have started to commit the 
crimes, because Goans are friendly and helpful. I'm not saying this because I 
too am Goan, but because it's a known fact!  If you try to speak a little 
Goan, they will appreciate and try hard to communicate with you. The Goan 
culture is different from the culture in the whole of India. Many Goans are 
desperately poor, but even then, the vast majority would not resort to crime! 
In fact, Goan society tends to look after the unfortunate and families are 
known to stick together and help their family members.
   
  For those who say, It's due to the Street Traders. They could be right, 
but, sending street traders off the street will amount to denying many of them 
of their source of livelihood. I remember once asking a little boy, Where's 
your mother? He pointed his small little finger towards a direction and 
said, She's there. I felt so terrible for that little boy and I said, Then 
why are you standing here in the heat and selling these fruits? And he looked 
at me with those cute little eyes of his and said, I have to help my mother! 
I ended up not buying anything from that sweet little boy. Instead, I gave him 
some money and in return, he gave me a huge smile! 
   
  My friend kind of agreed with me about the street traders and I clarified 
that point too! If street traders should be moved off the street, it wouldn't 
be because they are a nuisance, but to put order to a previously unmanageable 
and messy state! For example, the Candolim area is full of shelters covering 
most of the pavements with no walking space for pedestrians! This only serves 
as a nuisance! So, in my opinion, I don't think street traders are a nuisance. 
Why? Because they sell things at a cheaper rate and more available as one can 
get things on the way home. The only thing the government should do is give 
them a central place where they can sell their goods because if they are 
chased from the streets where will they go? They are the people who will start 
beating other citizens to look for income. A central market could be regulated 
by the government to prevent its abuse. Street traders close to the roads and 
pavements should, however, be prohibited and some kind of
 order and regulation is needed.
   
  She continued to be negative about the street traders saying, But, don't 
you agree with me when I say that the street traders are not a tourist 
attraction? I replied her, Yes, you are right! They are a poverty stricken 
people trying to earn money to feed themselves and their families. She 
continues, Whenever I visit India, I am bathed by them, and yes they do test 
your patience! I know exactly what she meant and I said, They sure do test 
your patience, but, don't you see the desperation in their eyes? They just 
need to sell their goods in order to survive! If you ask me, I would rather 
buy some beautiful handmade jewellery or deliciously fresh fruit and 
vegetables from the street trader at virtually and literally a cheaper price 
than enter a glazed window seller, where I would end up paying double She 
was kind of taken aback at what I said, but at the same time, she didn't 
comment any further!
   
  I continued with my explanation to her about crimes in Goa and how it could 
be prevented… 
   
  I know that each of us is responsible for our own actions and that tourist's 
should be

Thanks for the info. Please email me Errol's phone #.

Also, I copied you in the email just to make it very clear to you that Good 
Ole Goalkeeper Leo Pinto is a GOAN - a son of Goa and a son-in-law of 
Bandra.

Later, some years down the road, I don't want you to put on the Internet 
that Leo Pinto is an East Indian from Bandra. We may be separated by a few 
continents Aubrey - but our seventh standard Goan - East Indian rivalry is 
still alive. It continued in Dallas in the nineties where as a Stanislite I 
was outnumbered 3 to 1 by Keith and Kevin Dias and Richard D'Silva (BTW all 
these East Indian guys have Goan wives, FYI)

I personally met good ole Leo Pinto in December and got all the facts. I 
have still to verify your old claim that Cedric Pereira is an East Indian. I 
believe he lives in Western Australia these days.

Of course it was the East Indian Gomes family from Bazar Road that helped me 
a Goan to hone my goalkeeping skills esp Timmy (Hilary Gomes) and Wency at 
Stanislaus. Also  please note that current India Hockey Goalie Adrian 
D'Souza is neither a Goan nor an East Indian - he is a Mangalorean. 
Otherwise you may claim him too and put him in your list. We got to be 
careful that our Goan - East Indian rivalry doesnt go too far, otherwise the 
enterprising Mangies (like Denzil Rego, etc.) will take over Bandra.

BTW I heard thru the grapewine that enterprising Stanislite Santosh Shetty 
is selling East Indian Bottled Masala and other spices in Hamilton, Ontario. 
So why are you guys not hawking your own stuff ? Once we Goans get our hands 
on that, then our sorpotel will become more reddish and zestier than yours. 
BTW, Keith, Kevin and Richard are all enjoying the Goan sorpotel these days. 
They appear to have lost the reddish, zesty East Indian formula - unless 
Santosh Shetty can help them out.

I hope I have stirred you up and the melting pot of Bandra sorpotel enough,

Hi folks

We are researching the birth and growth of the Diocese of Mylapore which is 
celebrating its 400th year this year.

Born out of the Goa diocese and later run under the padradao and then becoming 
the Diocese of Madras-Mylapore, the diocese has had a colourful history but 
little has been compiled on it.

Now, mere functions are lined up.

A bunch of us keen on history and heritage are working on this project.

We are looking for contacts with the Jesuits run Historical Research Centre in 
Goa, Archiodiocese of Goa ( priests who have done church history projects), 
any NGOs with support from Portugal who have done work in this area, families 
whose men and women worked in this diocese here.

Frederick Noronha, my journalist friend, has been of some help.

My son is schooling in Indian Embassy school in Saudi Arabia. He is in STD 
VIII.- CBSE Board.  Many of our family friends sent their children to India 
to continue their studies from STD VIII in India thinking that they will 
have problems later on because of NRI quota.

Therefore, may I take your advise or suggestion please whether I can send my 
son to Goa from  NINETH or sent him to Goa to continue his studies from VIII 
or is it better to complete his TENTH HERE  and then send him to Goa for 
further studies. If he completes TENTH here and then sent him to Goa for 
further studies, will there be any problem to get the admission in the college 
for 11th.  Do you think any problem may arise for NRI quota?

I would be very thankful and grateful if you could kindly advise me on the 
above by return mail as I would be leaving to India on vacation by end of 
this month so that I can be prepared for my decision based on your 
suggestion/advise.

  Does the booming Indian stock market (actually crashing now) reflect a 
sustainable growth trajectory for India ? The economy = spending. Spending = 
jobs Where are the jobs and where are the right fit candidates ?
   
  Where is the big Indian boom supposedly having its main impact. In IT/BPO. 
How many does this sector employ ? About 1.3 million out of a workforce of 400 
million.The IT/BPO workforce will increase to 2.1 million by 2010 according to 
McKinsey/Nasscom projections. India is already running short of suitable 
IT/BPO talent. MckInsey-Nasscom predicts shortage of 500,000 capable graduates 
by 2010.Costs are rising. Satyam expects to raise wages 18-19% this year.
   
  The 1.3 million workers are for the time being at least splurging out their 
2-3 lakh because they are relatively young, with no dependents. The ripple 
effect of 1.3 million workers spending $ 10 billion in wages on 
cars/bikes/clothes/coffee bars and other frivolities and the multiplier 
thereof is being felt all around. 
   
  With India lacking adequate trained English speaking talent the Economist 
states that the huge future employment opportunity will have to come from 
manual labour intensive industries. Can India compete here with China ?
   
  And here is the butt end of it all - a story how India is speeding ahead.
   
  Vineet Aggarwal of the Transport Corporation of India explains in the 
Economist the typical jouney of  a truck journey between two great metro 
cities of India. Calcutta and Mumbai. This distance of 2,150 km takes 7 nights 
at an average speed of 11km per hour (yes 11 km/hr) and 32 hours spent waiting 
at toll booths and check points.
   
  India has a long way to go. And to paraphrase the cynic - the living will 
surely get worse before it gets better - Unless one selfishly believes that an 
Ipod in the ears, plasma TV in the living room and an occassional barista 
coffee means that all's well for the nation.
   
  Go to doingbusiness.org/Economy rankings. In a ranking of 155 countries by 
ease of doing business in 2006, the World Bank and IFC ranks India at 116, two 
places below Iraq, 56 below Pakistan and 25 below China. In part this reflects 
the huger disparities between individual states and the way they are ruled. 
Uttar Pradesh has 170m plus people. Some 60% of increase in India's population 
between now and 2050- the demographic dividend that is raising such big 
hopes - will come in UP and 3 other northern states with rotten infastructure, 
education and governance.
   
  We need to constantly remind ourselves of these harsh realities when faced 
with the euphoria of India rocking. We cannot and should not ignore or 
overlook the masses of the stinking poor who in India threaten to overwhelm 
the minority of the perfumed 150 million middle and upper class having 
discretionary income.

Constantino and I made our peace very very quickly and cordially. Yes, 
definitely something was missing or unclear  in translation. Hence my 
initial very short, very polite and very reasonable request regarding what 
was meant by a particular statement he had made in what was clearly, his 
interesting article.


I am sure the net effect of our brief exchange of posts will alert 
Constantino that one has to be cautious when responding with an unmistakable

There are few young Portuguese of Goan parentage  who love  Goa as much as
Constantino does and who are so integrated not only with Goa but with the
rest of India too. In fact I have met several who actually dislike India
with a vengeance. Be it Constantino's parents, his highly respected
grandparents or the rest of his family in Goa who may have inoculated in 
him

this deep attachment for our country but even as a newbie to Goanet I
thought he was special and valuable to Goanet. Cornel as someone who is
equally valuable to this forum I think a great deal of misunderstanding
between the two of you can be attributed to Lost in Translation. You

Elisabeth, in addition to their lack of training I am also worried about
their lack of brawn. My 19 year old intern Kerra could beat them up but then
she went for police training when she was only 16 at a summer camp. The girl
learned a ton of things at that 6-week camp - first aid, how to slice up a
car and pry the passengers out of a wreck etc. I if wonder if the officer
cops of the IPS cadre do better? Why should our forensics not be at par with
the rest of the world? Its just a few gadgets and some image processing -  a
piece of cake for our IT dudes. What is not is getting these hawaldars to
not put half of the money for equipment in their pockets so they can have a
constant supply of batatwadas which I guess is the Indian equivalent of
donoughts/donuts?

How to profit from Mutual Funds?



 If we want to go to Goa from Mumbai there are several vehicular options. We
can travel by airplane, drive in car or bus, take a train or sail in ship.
Similarly when we want to make any kind of investment, there are different
investment vehicles e.g. mutual fund, portfolio management services (PMS,)
direct (investing on your own), insurance etc.

Goa is the destination and airplane; car; bus; train, ship etc are vehicles.
Similarly, debt, equity and property are asset classes and mutual fund; PMS;
'direct' and insurance are investment vehicles. It is important to clarify
here that property includes real estate, bullion, collectibles, art etc. To
invest in Debt, Equity  Property we have to choose investment vehicles,
which suit are requirement. (Also read - Quick buck for lazy investors.
Here's how!)

In earlier times 'direct' was the only investment vehicle available. If we
wanted to buy fixed deposit/bond we had to apply on our own. Similarly, when
we wanted to buy shares, we had to call up stock brokers, who would procure
shares on our behalf and same was the case with property. The cost involved
in 'direct' buying is least amongst all investment vehicles. However we need
to have skills and time to use this form of investing.

Another investment vehicle is a mutual fund. Mutual fund works on the
concept of pooling in money. Assume there are 5 to 6 friends who want to
invest money in a particular asset class say equity. Also assume they do not
have skills and time. However one of them knows an expert who regularly
invests in stock markets. All these friends go to an expert and give him
their investment amount. The expert invests on their behalf. If there is
profit in investment, they all benefit and if there is any loss they suffer.
Experts get certain fee for investing on their behalf. This is the concept
of a mutual fund. Investing in mutual fund is slightly expensive than
?direct? form of investing. However the decision-making and procedure of
investing is transferred to the Mutual Fund Company. (Also read - One-stop

Insurance as an investment vehicle works somewhat similar to mutual fund as
far as ULIPs are concerned. While traditional insurance plans invest only in
debt-based products and are not market linked, ULIP invests in debt, equity
as well as a combination of the two. Only difference in case of insurance is
that expenses charged by insurance company are much higher compared to most
other investment vehicles.

PMS is usually tailor-made for your needs. Based on your financial goals
portfolio managers create investment portfolio for you. For creating and
maintaining your portfolio, PMS charges fees. Also if your portfolio earns
profit beyond a certain amount, then the portfolio manager shares the
profit. However if there are losses then the same is charged to your account
only.

While choosing any investment vehicle keep in mind your skills, time
available with you to create and maintain your investments and costs
involved.

If you have the skills and time available with you then ?direct? form of
investing is ideal as it has least of costs amongst all other vehicles.

On the other hand insurance is the most expensive investment vehicle and
hence it should be kept away from as far as possible.

PMS services works better for wealthy (high net worth) individuals. Though
profits have to be shared, there is also advantage of getting tailor-made
portfolio. Only catch is to ensure that portfolio created and maintained for
you is tailor-made and that the PMS is not another mutual fund scheme, where
all investors get the same portfolio.

For small and medium investor ? who does not have skills and time ? mutual
fund seems the best option.

Currently in India we have mutual funds, which invest in two asset classes,
debt and equity. However in the very near future there is a likelihood of
having mutual funds, which will invest in gold as well as real estate.

Vinsan unveils environmental-friendly plans for port town (Gomantak
Times) * June 21, 2006

VASCO: Vinsan Graphics Productions Vasco recently held a special
interactive session with the Mormugao Municipal Councillors, which was
attended by 19 councillors.

During the session, Vinson Graphics Productions explained in detail to
the councilors the future course of action the agency is going to
undertake. The agency will visit all the 20 wards in the municipal
jurisdiction along with the respective ward councilor, and meet citizens
and explain to them in detail the course of action for a clean and green
environment, free of plastic.

With the help of clubs, institutions and individual citizens from the
respective ward, the agency will work as a team taking the local people
into confidence.

During the interactive session, the councilors came forth with several
suggestions like forming sub-committees at the ward level to implement
the plan under the supervision of the agency, and also to approach the
housing colonies and co-operative societies to assist in these long-term
measures.

The agency will present a plan of action to the citizens in each ward
and they will act accordingly. It has been decided to have a competition
among the 20 wards in environmental cleanliness, and the Best Ward will
be assessed by the agency at the end of the term and presented an award.

Workshops and talk shows on waste management and cleanliness will be
conducted for the benefit of the citizens in every ward. A separate
meetingwas conducted for the representatives of the schools in and
around Mormugao taluka at the Tourist Hostel, on June 12, where teachers
from 29 schools in the jurisdiction attended.

The agency discussed the prospects of involving the student community in
this ambitious project of awareness campaign. A detailed programme will
be worked out and submitted to the respective schools on receiving
feedback from the schools.

The schedule will be worked out in such a manner so that  the school
curriculum will not be disturbed. REsponse from the school
representatives was very encouraging and they assured to nominate one
teacher from each school to co-ordinate with the agency in helping them
to implment the plan with the help of students.

The agency will visit the schools with a detailed time-table shortly.
Various environmental-friendly plans for the city with the help of
students are on the anvil. Chief Officer Elvis Gomes guided both

Dear Cornel,
First of all, let me state that I too am against
evangelisation of any sort by any religion or
religious sect or pseudo-religious sect. I have always
said that if someone wishes to worship a stone and
believe that that stone has the ability to impact his
life, by appropriate propitiation, then so be it.

Having said that, I found MV Kamath's letter strangely
uncomfortable. The words were ill-chosen and
unfortunately incendiary. I googled to see what
exactly the Pope had said which got MV Kamath all
riled up. The Pope is talking about conversions that
take place in India voluntarily. And it is the moral
right of every human being to convert if he so
desires.

I don't have any statistics on how many forceful
conversions take place in India. I know that a lot of
Catholic missionaries are doing wonderful work in the
rural areas, and there is a sort of food for God
ideology practiced sometimes, but this is such soft
pedaling that it should hardly garner the wrath very
often expressed by, yes, Hindu fundamentalist.

MV Kamath, writes this in his letter:
The Pope owes an apology to Hindus and to India on
bended knees.

Really, did Hindu religious authorities offer
apologies to Christians or the Pope, when they saw fit
to burn Australian missionary Graham Staines and his
two sons. Do they offer apologies when they rape nuns,
attack Catholic schools, hospitals and churches. Even
in Goa, the insidious tumour of hate has taken seed.

Atrocities have been carried out in the name of
religion for centuries now. It's about time we stopped
in the name of God.

I had previously suggested an indefinite moratorium on evangelization and 
proselytizing (not just
in Goa/India but around the world). Given the high levels of intolerance these

The LPG consumers of Raia village serviced by Bharat Petroleum
and Hindustan Petroleum have submitted a memorandum to the
Director of Civil Supplies and Consumer Affairs Mr. Ashok N.P.
Desai seeking  Home Delivery, Computerised Billing, Mechanical
Checks and Safety Camps as per the procedures of the public
sector petroleum companies.

The consumer's organised under the banner of  Raia Civic and
Consumer Forum (RCCF) have in their memo highlighted that
many of the consumers collect their cylinders through Cash N
Carry by waiting with empty cylinders by the road side or outside
their house to get a LPG refill from the tempo vehicle when it
passes through the village

The LPG consumers are presently supplied cylinder refills by
M/s Margao Gas Service and M/s Goa Gas Service, Margao for
Bharat Petroleum and M/s Aurora Electric Co and  M/s Damodar
Gas Service for Hindustan Petroleum and RCCF have requested
that each Petroleum Company be represented only by a single
agent in the village so that provision of proper services can be
ensured.

The recent action of M/s. Loutolim Gas Service based in Loutolim
to supply cylinder refills in Raia to the consumers serviced by M/s
Aurora Electric Co. has taken these HP Gas LPG consumers by
surprise. This has caused utter confusion as these HP consumer's
have not been intimated individually about the change of dealership
either by the existing dealer, the new dealer or the HP Company.
Moreover, the domestic consumer blue book has not been endorsed
with the necessary changes. The Forum is of the opinion that each
Petroleum Company must be represented only by a single agent in
the village so as to ensure that proper services are provided to the
consumers.

The RCCF memo also pointed out that since bills were not provided
to all consumers the extra charges being taken could not be curbed,
while the safety of the consumer when using LPG cylinders could
not be ensured if regular safety checks of the tube, regulator and
stove were not undertaken by a qualified  Company mechanic at the
residence of the consumer.

The memo further pointed out that there were many cases wherein
domestic LPG cylinders are diverted and supplied for commercial
purposes such as in restaurants  welding workshops and even in
vehicles as a fuel due to which there is a short supply for the genuine
domestic consumers.

The Forum has also written to Sub-Divisional Magistrate (SDM) and
Mamlatdar Salcete Taluka while copies of the memo have been sent
to Mr. Sanjay Karve Executive Sales Officer LPG of HP Gas and
Mr. M. Vishnu Raj Assistant Manager (Sales) Bharat Gas, State
Level Co-ordinator (SLC) Sr. Regional Manager (LPG) Hindustan
Petroleum Corp. Ltd, Chief Territory Manager (LPG) Bharat
Petroleum Corp. Ltd. and GOACAN.

Gilbert that history should not be done by
 historians but by confused, arm-chair amateur
historians like Gilbert. We should ignore anything
 critical written about Catholicism, the Inquisition

In a major political development that may send shock
waves to a section of the ruling Indian National
Congress coalition of NCP MGP and Independent; who
were dilly dallying on bringing about an amendment
bill the Minister for Town  Country Planning Mr
Antanasio (Babush) Monserate assured a delegation of
tiatrist headed by  Prince Jacob this morning at his
residence at 1010 hrs IST that he will ensure that the
amendment Bill to the Goa Daman  Diu Official
Language Act 1987 will be introduced in the coming
session of the Goa Legislative Assembly.
 
Convincing the Hon'ble Minister, Prince Jacob who
spoke to this writer telephonically this afternoon,
after the meet,  stated that he brought to the kind
attention of the Hon'ble Minister that the plight of
Goa and Goans will be miserable in the years to come
if the injustice meted out to protoganists of Konkani
in Roman script are not given their due recognition. 

He lamented the fact that our tiatrs and tiatrists
will not be remembered for posterity if their life and
works are not recorded and this could be achieved only
in Konkani in Roman script.  It is Konkani in Roman
script alone that has kept the culture and lifestyle
of Goa and Goans even the liturgical services were in
Konkani in Roman script -- why the Povitr Pustok  too
now available  is in Konkani Roman script reflecting
the tremendous support the script continues to have in
Goa and even world wide. which has given us an unique
identity in the rest of the country.  

Prince further stated that he told the Minister that
it  was mainly the Catholic community and those from
the Velhas Conquistas Talukas that were worst affected
and Salcete was the worst. All this by  introducing in
the clause 2(c) Konkani language means Konkani
language in the Devanagari script . Had this
specific mention of the Devanagari script not been
made in the official language act both Devanagari and
Roman the two scripts associated with the language
here in Goa would have benefitted as against only the
Devanagari script  and Konkani would have found
acceptance with all and sundry.

True in the past 19 years we silently bore the
injustice in the hope that it would bring unity that
never happened and will never happen at the way things
are going on  Prince added, now not any longer Prince
 said in an extremely emotive tone he added that  no
Goan wherever can shun this onerous responsibility
considering the fact that the demographic composition
of the State is changing at such a rapid state that
---Goans will be strangers in their own lands and
therefore Konkani in Roman script must be given the
official recognition. He told this writer every
tiatrist in Goa has the mission to promote Konkani in
Roman script and this being given the exposure and
support it deserves --- watch out Prince Jacob
reiterated we mean every word that we utter 
 
Prince Jacob clarified to the Honorable Minister in
his over twenty minutes presentation after excusing
himself for being ten minutes late and keeping the
delegation waiting but not until they were treated to
hot tea and coffee ---that tiatrist had always
reflected the mind set of this tiny State  --Goa,  and
the Goan society using the stage to draw the attention
of those in power and they have the wherewithal to
seat and unseat Governments. 

Without mincing words Prince told this writer that one
of the reasons that they had approached the Minister
Mr Monserrate and this they told him too at the
meeting is because of his credibility and his no
nonsense attitude when it comes to issues as these and
therefore  he alongwith other tiatrists  viz Mr Mario
Menezes, Bai Felcy,Mr John D Silva, Mr Marc Araujo, Mr
 Wilson Mazarelo Mr Anthony Rodrigues Mr Ceaser D
Mello and Mr Xavier and others  assured the Honble
Minister that it was a matter of quid pro quo ---
you save our language Konkani  and our script the
Roman script and we will assure you all support on
every political fora.  Prince also stated that he
informed Mr Monserrate that the ex CM and present
Leader of the Opposition Mr Manohar Parrikar had
assured that no obstacle will be brought by his party
if the amendment to the Bill is introduced for Konkani
in the Roman script.

 
Later having given a patient hearing Mr Monserrate
gave  unstinted support and assurance to the
delegations demand of the tiatrist which he felt was
the demand of not only the select few present but also
of Goans at large and there was

what has been
happening all along, anyway. It just might be that we have 'biased 
historians' presenting us not so much with 'kaneos', as with with 
conveniently selective translations. All this giving new meaning to the

When I have the opportunity to watch any sporting event, I normally tune in 
to the TSN network from Canada. The BBC/ITV commentators from the UK are 
much less biased when compared to the US based commentators.

The same thing wrt News.  When you watch Faux Nooj, do you get the same view

Is it just me or does anyone else think that Goa
police are imbecilic morons? Everytime I read a crime
story in Goa, I somehow picture a Bollywood style
policemen, wearing Hawaldar pants, twirling his
mustache and hoping to come across a villain who
utters the infamous line Prem hai mera naam, chori
mera kaam.

The only detective tool available to police seems to
be those hapless police dogs which appear on the scene
whether it be a robbery, rape or murder. What are
those dogs supposed to do exactly? Anyone with half a
brain operating, knows that sniffer dogs will sniff a
trail only if they have a scent to pursue. Can we
assume that the robbers or murderers dropped off their
jackets at the police station prior to proceeding on
their way to rob Mr  Mrs Amit Gaunkar?

Come on chaps, get with it. What about sketch artists?
What about fingerprints? What about some forensics,
however basic they maybe. If you can't manage to get a
team trained in forensics, I suggest you rent the
enter season of CSI, available on DVD and make your
short-pant clad Hawaldars watch it.

I once had the pleasure of observing security detail
being put in place for a tight-security operation.
There was a chain of police that stretched from the
Zuari bridge all the way upto Vasco city. Ofcourse
there was a one mile distance between each policemen
and none of them had a walk-talkie. In the event some
terrorist was spotted by a cop, I'm assuming there
would be a relay race all the way to the police
headquarters?

The crime rate in Goa is soaring faster that the price
of fish. At least give those dogs a dog biscuit. I'm
sure they take their jobs far more seriously than our
policemen.

However, Agnostics and Atheists too, could follow the golden rule without being contradictory. Also, I do not think that the Golden rule is Absolute (crudely coined as Rock Solid by some) as claimed. Masochists could perceive it differently, for example. There is another competitor to the Golden Rule, a teaching of Satya Sai Baba that goes Help ever, Hurt never. While one may argue that again the word hurt is not absolute, it is certainly more rock solid than the golden rule. Again, this rule may seem too constricted, as in a secular democracy, people's sentiments are bound to get hurt one time or the other.

Villagers upset over desecration of idol (Gomantak Times)

BICHOLIM: Villagers from Poriem-Sattari are furious over the act of
throwing out the idol of the deity from the Sakhleshwar Devasthan
Sanquelim-Poriem by some unknown elements.

The idol was found lying inside the private property, situated behind
the temple. Villagers were alerted by one Yeshwant Naik, who raised an
alarm.

Villagers lodged a complaint with the Bicholim police, even as tension
prevailed in the area. A dog squad was pressed into service, but the

Verna highway turns into dumping ground (Gomantak Times)

VASCO: The highway road at the Verna Industrial Estate has turned into a
dumping ground as huge quantities of waste is being unloaded on either
side of this road, which includes plastic, hotel waste, medical waste
like syringes, needles, empty bulbs of injections, bottles and other
material.

During the last heavy showers, this waste was washed down to Rasaim in
Loutolim village, polluting the nullahs and wells in the area.

Residents from here had last year raised the issue at the 'gram sabha'
and also complained that cattle had died in the village and post-mortem
reports confirmed that the animals had died after consuming waste
plastic.

The residents had then forced the panchayat to inspect the site and
demanded to put a stop to the problem, but now unscrupulous elements
have found the highway an easy site to dispose their waste, they
charged.

With waste being disposed by the hotels and hatchery owners at this
site, there has been an increase in the number of stray dogs. Residents
often complained that these dogs often attack humans and kill domestic
animals.

It may be recalled that the problem was also brought to the notice of
the local MLA Aleixo Sequeira at the function held to lay the foundation
stone for the Goa Chamber of Commerce administrative building at the
industrial estate, by chief minister Pratapsing Rane, when the MLA
requested the CM to have a site for the disposal of wastes at the
industrial estate.

The Verna Industrial Estate is the biggest in Goa, but sadly doesn't
have a garbage disposal site. (ENDS)

GCCI to hold talk on multi-channel communication

Navhind Times, June 21, 2006

June 20: The Goa Chamber of Commerce and Industry, in collaboration with
the Computer Society of India, is organising a talk on 'multi-channel
communication' on June 23 at 4 pm in the chamber hall.

The talk will be delivered by Mr Anand Ranthidevan, who has recently
joined the Goa Institute of Management as an assistant professor of
information systems and has worked in the software industry for over 10
years in India and abroad.

The presentation will introduce the audience to new channels, which
include internet and e-mail, the challenges and benefits they bring with
them and the software technology that is available to organisation to
offer improved and more efficient customer service.

There is no delegate fee and interested participants can register with

Thanks for your clear thoughts to Santosh on a link much debated on Goanet 
called a rock hard religious moral code strongly propounded by at least 
one person, absurdly and unceasingly. I have said something similar to you 
on this issue in earlier Goanet posts. However, I want to go a bit further 
and say that the first part of the ten commandments is very much an absolute 
demand on humans to be unthinking slaves to a presumed Deity. Even further, 
the view that any religion has the monoploly of 'truth' is too ridiculous 
for words.

I couldnt agree with ou more!
In my opinion the ten commandments can be abstracted
into two basic ones.
The first four are of the My way or the highway kind
and are reflective of the intolerant nature of the
semitic religions and their presumed monopoly over the
truth
The next six can be summed up into : Do unto others
what you would want others to do unto you.
I sincerely believe that no religious foundation is
required for good moral conduct and if everyone
sincerley believed in do unto others what
others. then the world would have been a lot
peaceful place wihout satis,witch burning,
untouchability, apartheid,inquisitions and genocides.

Just my humble two cents.

The people of Goa have demonstrated muscle over the Da Vinci Code whether we 
agree with this or not, and the mechanism by which this was achieved.  I now 
sincerely hope that, such muscle will be shown against the highly risky and 
misguided business of the Catholic Church in its assertiveness over 
evangelisation in India.


I had discussed this issue previously but the recently reported concern and 
anger on this matter, as expressed by MV Kamath, has to be taken very 
seriously. I therefore want to place my extreme concern over this issue, for 
the record on Goanet, even if I am very much in the minority. The debate on 
the temple/church issue (hopefully temporarily exhausted), is insignificant 
compared to the monster being officially unleashed by the Church in a highly 
volatile India over religion.

 Goan freedom fighters have not got freedom for Goa but it was the gift
 given to them on silver platter by the Nehru's Congress without taking
 into confidence the larger portion of Goa.  The freedom on Goa was imposed
 on Goa by Bharati Millitary who during the first few days robbed Goan
 Shops, Houses and raped our females.  They are disgraceful Indians and I
 feel ashamed that such people are Goa's liberators.  No freedom fighter
 then raised his voice against this mischief nor any genuine freedom
 fighter opposed to the induction into their rank of fake and artificial
 freedom fighters who are swarming with the blessings of BJP, MGP and
 single handedly Prataph Singh Rauji Rane whose word is become a law now. 
 It is a shame that we still are having newer freedom fighters.

Inside Goa: Indian Property Rights

To be eligible to buy a home in India, a foreign national of
non-Indian origin is required to reside in the country for
183 days in a tax year before he or she can purchase the
property on a freehold basis. Many travelers from the UK come
to Goa on 180-day tourist visas. To enable them to acquire a
home, they sign a lease-contract that enables them to enjoy
the use and possession of a home in Goa in the interim (i.e.,
until they qualify for the freehold in the manner described
below), which they otherwise would not be able to do because
of their 180-day visa.

On the strength of their lease-contract as proof that they
have a home in Goa, many of them have then obtained
longer-term visas (i.e. of more than six months duration)
from Indian high commissions/consulates abroad, or six-month,
non-tourist visas that can be extended in India.  Some may
travel to a neighboring country like Sri Lanka or Nepal to
renew their Indian visa and return to India thereafter. This
enables them to fulfill the residence criterion, i.e., to
stay for a 183-day period in any particular year and thereby
qualify for freehold ownership.
 
The lease contract has a duration of 58 months (approx. five
years) and is renewed for additional 58-month periods, as
necessary or until such time the foreign national is able to
qualify for the freehold. As soon as he or she does so, the
lease-contract is converted at no extra cost into a freehold
(purchase) deed, which is then registered in the local
property registry office.

The lease arrangement is convenient for many since most
travelers are initially issued only 180-day visas. In any
case, they usually spend only a few weeks each year in the
initial stages. Most of them intend to spend longer periods
in future when they will use their home in Goa for their
retirement years. Therefore, they plan to qualify for the
freehold electively when it is convenient for them to spend
the six-month period in India and / or when they are ready to
retire. The period of residence need not be continuous, but
has to add up to 183 days in any tax year (April to March of
the following calendar year).
 
The reason that the lease contract has a duration of under
five years is because the regulations prescribe that any
lease arrangement of 60 months or more requires the lessee to
fulfill the residency requirement.

Another aspect of Indian property regulations is that a
foreign national is not permitted to repatriate the proceeds
of eventual sale of the property. This legislation is
probably intended to discourage speculative trading in
real-estate by overseas investors. Hence, a foreign national
based in England, for example, who sends Pounds to India for
purchase of a villa or apartment, can sell his/her home at
some future date if they wish. However, their bankers in
India are not allowed to remit the sale price in Pounds back
to the country of origin of the seller. The sale proceeds
have to be credited to a local bank account of the seller and
can be used in any manner as he or she wishes, including the
acquisition of another home in Goa. Capital-gains tax is
payable on the profit that the seller will make. The tax rate
is 20% of the gain if the property has been held by the owner
for more than 3 years and approx. 30% of the gain if the
seller sells before 3 years of purchase. 
 

You need to be a RESIDENT to BUY a property (which means get
your deeds). If you are not a RESIDENT then you still own the
property on a leasehold as has already been mentioned. What
is a RESIDENT. They must be in India for a period of 182 days
in the proceeding financial year AND prove their intention to
stay in India. BOTH criteria MUST be fulfilled, not just the
182 day bit. Can people please take note of this as it seems
to be overlooked by many. The RBI does not stipulate how you
can prove your intention to stay but basic employment, having
a RUNNING business or selling everything in your home country
and moving to Goa should suffice.

People have been advised by solicitors to buy property under
a business name, dont do it unless you are aware of the law.
The buisiness should be trading and the property must be used
in connection with the business. You also have to submit

Yet in reference to below, can you post the specific acts of extreme example 
of religious bigotry and intolerance committed by St. Francis Xavier?
Just the facts sir (not opinions), as it related to SFX (not the Portuguese) 
with references of the claims.
Like Marlon, please take your time to research the information. 
After you provide us with the documentation, we can accept what ever you 
claim we should accept.

We look forward to see the actual quotes of personal letters of SFX or 
first-hand accounts.  
That will help us understand what SFX was saying, which is often 
misinterpreted.  
I analyzed this a few years ago for Filomena Geise on Goanet.

of Goa -the beach is so crowded with sun beds, the hawkers a
constant stream and the roads are manic.with shopkeepers

never noticed Villa Goensa hope it is away from the madness
and that you enjoy. If not sanity is only a short taxi ride
away further North or South so dont let my negative report
put you off too much and if your ayurvedic pampering is
booked at Villa Goensa one would hope the ambience is

Blackpool /benidorm of the Arabian Sea. We spend a lot of
holidays in Corfu but always go to the quiet NW corner,
purposefully staying away from the Blackpool/Benidorm party
areas in the SE. Have we made a huge mistake in our selection
of resort in Goa? Your help/advice is much appreciated. Scott

TriuumphNed * Coventry, UK  (3121835): The Sun Village is in
a quieter area away from the main resorts, but only a short
taxi ride. But nowhere is really that noisy. I find this
constant just like Blackpool moan very irritating. The
majority of people coming to North Goa choose it because they
want the bars and nightlife, while still experiencing some
aspects of Indian life. Very few places have loud music after
midnight, and every where (apart from Calangute's main road)
still has a chilled feel to it with friendly people around,
both local and tourists I was in Baga in November and
Blackpool in January and i had no trouble telling the two apart!

Gemma1 * Blackpool is cold and grey, Baga is hot and sunny! I
wouldn't worry too much about it bazchops, you really need to
try it yourself and make your own mind up. We only visited
Baga for the day but I preferred it to Calangute which was
really manic and I found the top end of Baga near the river
quite picturesque. Like you I love Greece but find Corfu a
bit too commercialised, I prefer the islands you can only
visit by ferry. Visiting Goa is an experience and I'm sure
you'll have a great time - just go with an open mind.

nineties. It is busy ,I cant deny it but it bears no
resemblance in any way shape or form to Blackpool!

it is not a comparison maybe I should have said Benidorm but
am sure someone else will contradict me on that too. What I
am saying is Baga is manic it is full of tourists and very
few original locals, it is full of people trying to make
money out of tourism I apologise for using the word Blackpool
if it offends

As someone who is keenly aware of the founding role Goa Sudharop played in 
World Goa Day, I will
write later how some celebrations are not consistent with the original mission 
of WGD and have
failed to deliver. Some constructive suggestions might get WGD back on track. 
This is not meant to
criticize Oscar's hard work and the hard work of others but it will be useful 
to revisit Filomena
Giese's idea of WGD.
