Disinformation"*

The proliferation of online platforms and ease with which malign forces can
manipulate information is greatly undermining democratic institutions.
Political disinformation creates chaos, division, and distrust. It has
resulted in parallel universes in which citizens operate with a different
set of facts and live in different realities. Disputes over conflicting
opinions about how to solve society’s problems have been replaced by a
divergent understanding of what the problems are in the first place.

Disinformation hurts democracy in a multitude of ways. First, it harms
electoral processes by endangering the concept of “informed choice”, as
voters go to the polls with false information mixed in with conspiracies.
It may also damage electoral legitimacy, by spreading lies about the
electoral result and its fairness, as we see today in the United States.

Second, and perhaps more fundamental, disinformation polarizes societies
and distorts public debates. Executive actions, legislation, appointments,
and foreign policy are all viewed through vastly different lenses, with no
clear referee of facts and evidence, making the truth subjective,
legitimacy questionable and accountability impossible.

Third, disinformation also presents an effective vehicle for both domestic
and foreign anti-democratic actors to peddle harmful narratives, further
exacerbate pre-existing societal divisions, and push citizens toward
undemocratic alternatives, such as authoritarian populist movements,
autocratic strongmen, or even extremist organizations.

Fourth, disinformation may also be a national security threat, effectively
undermining states’ foreign policy goals and partnerships as well as
promoting hostile adversaries.

Disinformation has become a critical and pressing challenge for democracies
around the world. This webinar will explore *tangible solutions and best
practices* to protect democracy from disinformation, protect information
integrity and build societal resilience against fake news and false facts.

I definitely appreciate the concerns about state abuse that is why I
mentioned it up front and posted it here.

But I do wonder what we are morally obligated to do that is legal with the
technology tools before us to help people self-isolate or the state enforce
necessary quarantines. With a mother in her upper 70s and a grandmother at
95 in assisted living, this feels very real to me - they and potentially
millions others around the world could die unnecessarily if the spread is
not more effectively slowed.

In my home state, I have various political connections and I would love to
be able to document and say, this is what South Korea did (with some detail
beyond the phrase in the article that says, " racking potential carriers
like detectives, using cell phone and satellite technology.") I heard Trump
mention today that Google was helping with a website and had 1000+
engineers on it (that seems like a lot) to help people figure out if they
should be tested and where to test. Taking that the next step and saying,
"you tested positive ... do you want help identifying and letting those we
think (and you verify) you've been very near for X days know" seems like a
logical extension.

happening is there all in one place. Half the stories are often about the
virus.

Or you can go into one channel at a time and see their latest 25 videos

I recently came across a story that struck me hard. An anonymous Mom shared
the journey of her 13-year-old son who, lost in depression, became a prime
target for white supremacists online.

This essay struck me, in part, because it is a first-person account of a
story playing out in communities all over the world across a wide variety
of issues and ideologies. It also struck me because this story shows what
so many of the other stories didn't — a way out.

The 2019 World Forum for Democracy “Information and Democracy” will be held
in Strasbourg (France) on 06-08 November 2019.



It will provide a platform for emerging leaders and grassroots initiatives
that foster participation and re-connect citizens and democratic
institutions.  Participants from the world of politics, academia, civil
society, business, media and social networks will critically review these
innovative initiatives, assess their mainstreaming potential, inject new
ideas into them, and identify the most promising ones for further promotion
and dissemination. Participants will select the most promising initiatives,
that will receive the Council of Europe recognition for democratic
innovation.



The Forum will work through a series of informal, creative labs, enabling a
frank and intensive debate, in an “open source” format. The content of the
Forum will be co-created by the Council of Europe and a wide range of
partners – organisations, institutions, civic movements and groups – who
wish to submit their ideas and practice to the Forum peer review.



If you are interested in making a submission, please return the attached
template by *24 May* (if you are unable to provide all details by this date
but still wish to submit, please do so, indicating when you will be able to
provide the missing information).

At the recent #NotWestminster

event I asked if any local authorities were streaming meetings via
Facebook. No one present knew of any, and quite a few people there
expressed doubts that doing so would be a good idea as they would be
fearful of the kind of comments that would come in during meetings.

And then, yesterday, my attention was drawn to a Facebook Live stream of
Luton Council's Development Control meeting, which was actually being done
by the local BBC radio station, BBC Three Counties.

Now, this meeting was very high profile, as the main item on the agenda was
a proposed development which included the building of a new stadium for
Luton Town

We, and Open Knowledge International , are looking for
the digital files that hold electoral boundaries, for every country in the
world — and you can help.

Yeah, we know — never let it be said we don’t know how to party.

But seriously, there’s a very good reason for this request. When people
make online tools to help citizens contact their local politicians, they
need to be able to match users to the right representatives.

If you’ve used mySociety’s sites TheyWorkForYou
 — or any of the other parliamentary
monitoring sites we’ve helped others to run around the world
 — you’ll have seen this
matching in action. Electoral boundary data is also integral in campaigning
and political accountability,  from Surfers against Sewage’s ‘Plastic Free
Parliament’  campaign, to Call
your Rep  in the US.

These sites all work on the precept that while people may not know the
names of all their representatives at every level — well, do you? — people
*do* tend to know their own postcode or equivalent. Since postcodes fall
within boundaries, once both those pieces of information are known, it’s
simple to present the user with their correct constituency or
representative.

So the boundaries of electoral districts are an essential piece of the data
needed for such online tools.  As part of mySociety’s commitment to
the Democratic
Commons project ,
we’d like to be able to provide a single place where anyone planning to run
a politician-contacting site can find these boundary files easily.
*And here’s why we need you*

Electoral boundaries are the lines that demarcate where constituencies
begin and end. In the old days, they’d have been painstakingly plotted on a
paper map, possibly accessible to the common citizen only by appointment.

These days, they tend to be available as digital files, available via the
web. Big step forward, right?

But, as with every other type of political data, the story is not quite so
simple.

There’s a great variety of organisations responsible for maintaining
electoral boundary files across different countries, and as a result,
there’s little standardisation in where and how they are published.
*How you can help*

We need the boundary files for 231 countries (or as we more accurately —
but less intuitively — refer to them, ‘places’), and for each place we need
the boundaries for constituencies at national, regional and city levels. So
there’s plenty to collect.

As we so often realise when running this sort of project, it’s far easier
for many people to find a few files each than it would be for our small
team to try to track them all down. And that, of course, is where you come
in.

Whether you’ve got knowledge of your own country’s boundary files and where
to find them online, or you’re willing to spend a bit of time searching
around, we’d be so grateful for your help.

Fortunately, there’s a tool we can use to help collect these files — and we
didn’t even have to make it ourselves! The Open Data Survey, first created
by Open Knowledge International to assess and display just how much
governmental information around the world is freely available as open data, has
gone on to aid many projects

as they collect data for their own campaigns and research.

Now we’ve used this same tool to provide a place where you can let us know
where to find that electoral boundary data we need.

My analysis of the proposals was that going forward a .org like E-Democracy
could not afford the legal risk of hosting under generated content via
online groups on a non-commercial platform and still serve Europeans. We
could move to Facebook or some other .com and let them be liable I suppose.

Is that a reasonable analysis?

The European Parliament voted Thursday to reject a sweeping reform of
copyright rules for the internet age, reopening debate on a controversial
bill that sets Big Tech against publishers and media companies.

The rejected bill, which aimed to beef up enforcement of copyright rules
online, will now be sent back to Parliament for further discussion, and all
751 European lawmakers will be able to submit fresh amendments to the text.

After nearly two years of debate, the rare move to reject a bill already
approved by a Parliament committee — usually enough to send the bill on —
showed just how much was at stake.

If passed in their current form, the new rules would have forced companies
like Google and Facebook to monitor their platforms much more closely for
copyright infringements, and hand more power to license-holders ranging
from publishers to media companies and record labels.

The rejection marks a defeat for the latter group, which had hoped that
tougher copyright rules would strengthen their hand in negotiations with
the platforms, wring more revenue from online content and empower creatives
online.

Both sides waged fierce lobbying campaigns in the days ahead of the vote.

Former Beatle Paul McCartney weighed in this week with an impassioned
letter defending the reform, while the other side roped in British comedian
Stephen Fry as well as hiring vehicles to drive around Brussels warning
about dire consequences for internet freedom if the reform passed in its
current form.

The anti-copyright campaign argued that tougher enforcement of copyright
rules would “kill” the internet as we know it, notably by banning “memes” —
an allegation forcefully rejected by the other side, which pointed out that
parody content was protected by pre-existing laws.

In the end, the advantage tipped to the anti-copyright camp. Invoking a
special Parliament procedure, opponents such as German Green MEP Julia Reda
gathered 76 allies to call a vote on whether to approve the mandate of
Parliament’s Legal Affairs Committee, which had earlier approved the bill.

The procedure, known as 69c, rarely succeeds, as it requires a simple
majority in Parliament to overturn the mandate. In this case, after
feverish lobbying and some last-minute about-faces — notably among German
conservatives — the attempt succeeded, sending the bill back to the drawing
board.

The vote was close, with 278 in favor, 318 against and 31 abstentions.

The anti-copyright camp won this round, but the war is not over. Lobbying
is set to intensify once again, as debates resume on one of Europe’s most
intensely watched legislative files.

weeks, startups and governments work together to co-develop solutions that

POSITION OVERVIEW
The Startup in Residence Program Director leads all aspects of the
program.  Your job is to ensure the success of the current cohort and to
setup success for the next cohort.  You will lead all aspects of the STIR
program, which starts pre-residency in July, with the 16-week residency
kicking off in January.  You will work closely with the key stakeholders of
the program, which include participating government partners, startups, and
corporate sponsors, ensuring that each stakeholder has a productive,

The candidate will support our mission to help government become more
accessible and responsive to its constituents. This individual will join an
experienced senior leadership team including the former Chief Innovation

It's not a joke. It's no hyperbole. If the European Union continues its
current course, the rest of the world may well have to consider how to
effectively "cut off" Europe from the rest of the Internet -- to create
an "Island Europe" in an Internet communications context.

For those of us involved with the Net since its early origins, the
specter of network fragmentation has long been an outcome that we've
sorely hoped to avoid. But continuing EU actions could create an
environment where mechanisms to tightly limit Europe's interactions with
the rest of the global Internet may be necessary -- not imposed with
pleasure, not with vindictiveness, but for the protection of free speech
around the rest of the planet.

The EU will later this month be voting on a nightmarish copyright
control scheme that would impose requirements for real-time "copyright
filtering" of virtually all content uploaded to major and many minor
Internet sites, with no protections against trolling, and the certainty
of inappropriately blocking vast quantities of public domain and other
materials, with no real protections against errors and no effective
avenues for appeals. Please see:

Even if this specific horrific proposal is voted down, it's important to
review how we came to this juncture, as the EU has increasingly
accelerated its program to become the Internet's global censorship czar,
in ways that even countries like China and Russia haven't attempted to
date.

As far back as 2012 and earlier, in "The 'Right to Be Forgotten': A
Threat We Dare Not Forget"
( https://lauren.vortex.com/archive/000938.html ), I warned of the
insidious nature of content censorship schemes flowing forth from
Europe, and I've consistently warned that -- like the proverbial camel's
nose under the tent -- Europe would never be satisfied with any
concessions offered by Internet firms.

Time has borne out my predictions. In ensuing years, the EU has expanded
its demands until now it considers itself in key respects to be the
global arbiter of what should or should not be seen by Internet users
around the world.

Like other of civilization's information control tyrants, a taste of
censorship powers by the EU has inevitably led to utter censorship
gluttony, and the sense that "we know best what those stupid little
people should be allowed to see" is as old as human history, long
predating modern communications systems.

European citizens are of course free to elect whatever sorts of
governments that they choose. If that choice is for information control
tyrants whose pleasure is to victimize their own citizens, so be it.

But if Europe continues to insist that its tyranny of censorship and
information control must be honored by the rest of the world, then the
rest of the world will be reluctantly forced to treat Europe as an
Internet pariah, and use all possible technical means to isolate Europe
in manners that best protect everyone else's freedom of Internet speech.

received over 500 proposals in less than a month. Many proposals were
related to the three main tracks - anti-corruption, civic engagement,

As with previous Summits, Civil Society Day, will provide the community an
opportunity to connect, share, and strategize on how we can respond to
global and regional trends affecting civil society and the open government
movement. We are happy to also share with you the draft agenda

for the Civil Society Day. We have designed the agenda by taking into
account feedback from previous Civil Society Days, particularly on the need
to provide ample time and space for networking. The agenda will focus on
issues of current relevance, and curate conversations which enable civil
society to self-examine its role, accountability, and approaches.We welcome
nominations for lightning talks (in the the ‘Spotlight on Reforms’
sessions), suggestions for additional topics for the thematic circles as

participate in g0v Summit 2018 on Oct. 5-7th in Taipei.

g0v Summit 2018 is now Calling for Paper until June 30th along with early
bird tickets. 

Hosted by volunteers from g0v decentralized community, g0v Summit is the
largest civic tech conference in Asia, more than 1000 participants from 17
countries sharing citizen-initiated grass-roots experience in using open
source technology to rewire politics and governments in 2016. Two years
later, we would like to invite global civic tech hackers to review the
“ecosystem” of civic tech we have built together, the lessons we learned
behind the scenes, and the next big thing we can build. We welcome hands-on
experience and any crazy ideas.

*Background*

Across Europe, trust in government and institutions is at an all time low.
A growing number of Europeans feel left behind and powerless, fueling a
sense of injustice, insecurity, and perceived threat from migration and
terrorism.  This is a profound challenge.

While voters in some countries have kept radical forces out of office, in
other countries populist and even authoritarian leaders have risen to
power.  To push against this trend, we need to open new frontiers of
participation. People want to shape policies on issues they care about,
feel that their voices have genuinely been heard, and see visible impact.
How can Europe get that right?

Europe’s institutions are home to a growing set of initiatives that aim to
place citizens at the heart of government, and build transparent,
accountable governance.  Committed reformers across the political landscape
are coming together to explore how governments can better work for and with
citizens, from local projects to the European Citizen Consultations
pioneered by President Macron and being taken forward by the Commission and
27 member states.  The European institutions themselves have undertaken
many initiatives. But as trust in government continues to plummet, there is
little room for error. Single initiatives and short-term pilots are no
longer enough - Europe must build open government and citizen engagement in
a joined-up way, consistently and over the long term.


*The event*
This fireside chat brings together renowned European experts, political
leaders and civil society advocates to engage the audience in a candid
conversation on how government in Europe can be made more inclusive,
responsive and accountable, and what that means for European institutions
looking to (re)build trust.

The event will also see the launch of a new network of champions working on
transparency, accountability and citizen engagement across Europe, in all
its diversity. Through the Open Government Network for Europe (OGNfE), the
Open Government Partnership and the Democratic Society aim to connect and
drive the growing efforts for open, accountable and citizen-centered
government by bringing together committed reformers and civil society
leaders across the continent.  The network is open to professionals from
inside and outside the European institutions, and from Brussels and beyond.
Activities will include town halls with political leaders, thematic
fireside chats, peer learning opportunities, networking events and in-depth
technical workshops. As the network develops, it will allow members to link
and extend their open government initiatives, to create new projects using
the network as a platform, and to move towards a common agenda for the
development of open government and citizen participation across Europe.

media and democracy that needs solid research? Perhaps you are within
government having used social media to help get elected or in media looking
for trends or digital options to boost your role in the future of
democracy, this group on research is for you too.

I am also interested in how researchers can more effectively engage and
access digital practitioners across all the major sectors of democracy -
government, media, campaigns and elections, advocacy and legislative
bodies, and more. Let's build a digital bridge between research and
practice that people actually use.

I am a big believer in the power of well conceived and facilitated Facebook

   In a letter [PDF] sent this week to DNS overseer ICANN,
   Europe's data protection authorities have effectively killed off the
   current service, noting that it breaks the law and so will be illegal
   come 25 May, when GDPR comes into force.  The letter also has harsh
   words for ICANN's proposed interim solution, criticizing its vagueness
   and noting it needs to include explicit wording about what can be done
   with registrant data, as well as introduce auditing and compliance
   functions to make sure the data isn't being abused.  ICANN now has a
   little over a month to come up with a replacement to the decades-old
   service that covers millions of domain names and lists the personal
   contact details of domain registrants, including their name, email and
   telephone number.

Nobody NEEDS an Internet domain for non-business purposes. And if
you're using a domain name for business purposes, your full
identification, address, and other contact information should be
openly available just like with public business license information
and other public business data. It's the hiding of this data that has
permitted spam, phishing operations, and other crooks to flourish, and
the registries, registrars, and now the EU -- as usual on the wrong
side of every Internet issue these days -- are directly complicit in
these crimes by creating a shield behind which these monsters can
operate. The EU: Pro-crime! Pro-censorship! They make Russia and China

What are the best examples where a parliament uses open licensing for
distributing its own videos (of debates, committees, etc), and gives
explicit encouragement to re-use?

I suppose the ideal licence would be one of these:

CC BY
Maybe OGL (or similar)

I've been looking at the licence used by the National Assembly for Wales
and it's a uniquely-worded affair requiring:

the material being reproduced accurately and not in a misleading context

Dear all,

We have roughly 4 weeks to go to the first ever global Open Gov Week.
Slowly, events start lining up: webinars (e.g. on inclusion, health,
natural resources), virtual fireside chats with our OGP ambassadors Helen
Clark, national co-creation events and IRM launches.

A warm call on all of you to make sure civil society also initiates and
partners on many activities, especially nationally and locally. Italy had
over 300 events this year in their second national Open Gov Week
, and civil society played a key role in
it.

Get you thinking caps on and initiate co-creation events to shape the civil
society asks, organize hackathons to really open up that government data
you asked for, invite your neighbours to discuss why open government
principles should also matter to them (alcohol allowed). Be as creative as
you want to be, but help us make this a global conversation with
national (tr)action.

We’re seeking people to join the WhatDoTheyKnow 
team, dealing with the day-to-day administration of the site.

Over seven million people viewed our Freedom of Information website
WhatDoTheyKnow last year; it now hosts almost 50,000 requests for
information and has around 150,000 registered users. The site, which is
managed on a day-to-day basis by volunteers, is continuing to grow.

Last year we ran a successful call for volunteers

which led to a new cohort of people joining the core volunteer team, and a
number of others taking on associated roles.

We have decided to make the call for volunteers an annual event, as it’s
always useful to have more people involved in running and improving the
service. The site’s growth isn’t the only factor: people move on,
circumstances change, and there’s always a need to keep the pool of
volunteers topped up.

Volunteers, like mySociety staff, work remotely from home, and can pick the
days or hours that suit them best. There is no set number of hours required.
Administrator roles

Would you be interested in joining the team as an administrator? Currently
that role involves:

   - *Considering, and acting on, requests to remove material from our site*
   The material in question could be something big (like the accidentally
   released personal information of thousands of staff at a public body),
   something small (such as an individual’s phone number), or, to give a
   recent example, the address of a vice-chancellor’s official on-campus
   residence which the university doesn’t think should be published.
   - *Assisting users* with using our site, providing advice on requesting
   information and helping resolve basic issues with their accounts.
   - *Managing the service* by resending bounced emails, dealing with
   messages that public bodies have misdirected, and maintaining and extending
   the database of public bodies which the site relies upon.

Other roles

Due to the requirements attached to their grant funding, the efforts of
mySociety’s paid staff are currently focused on developing the WhatDoTheyKnow
Pro service  and supporting deployments
of our Alaveteli FOI software in other countries. To support the operation
of WhatDoTheyKnow in the UK we’d also like to find volunteers could take on
some additional roles. If your skills fit any of the descriptions below,
you’d make a great addition to the team:

   - *Team administrator*  Could you help us keep track of legal deadlines,
   organise (and perhaps chair or minute) our regular team meetings and ensure
   we follow up on outstanding items?
   - *Volunteer developer* It would be useful if we had volunteers able to
   make tweaks to the site’s software to support the growth of the site and
   the work of the other volunteers. Tasks could include improvements to the
   administration interface, and making updates to the static pages on the
   site.  This role would provide an opportunity to get experience working
   with mySociety’s highly professional development team, or offer a chance
   for an experienced developer to help out a team working on an impactful
   civic project.
   - *Strategic fundraiser* Could you help us obtain the funds we need to
   keep WhatDoTheyKnow.com running and ensure that the operation is
   sustainable as it grows? This would be an opportunity to work with
   volunteers, and you’d also work in tandem with mySociety staff, including
   the professional fundraiser we’re currently also seeking to recruit
   .
   - *Documentation specialist* The volunteer team, along with mySociety’s
   staff and trustees, have developed a substantial number of policies
   governing how the site is run. These are filed in the staff Wiki, and also,
   where possible, made public on the site. Tending to both these aspects of
   our documentation would be a great help to the team, and to users.
   - *Public body database administrator* Behind WhatDoTheyKnow is perhaps
   the largest database of public bodies in the UK — would you like to help
   maintain and improve it? There may be opportunities to support new
   WhatDoTheyKnow Pro features which are in development, for example by
   curating lists/groups of public bodies.
   - *Regional, or sector, specialist* Would you like to join us and help
   improve our service in a particular geographic or sector area? Perhaps you

Does publishing a correspondence with MPs make it more likely that promises
will be upheld, and citizens’ voices heard? Thanks to a piece of software
we’ve just installed on a partners’ site, we may be about to find out.

As you may know, mySociety supports several partners’ projects worldwide:
one of these is People’s Assembly , which, like our
own TheyWorkForYou, makes it easier for citizens to find out who their
representatives are and what they’re doing in Parliament.

PMG, who run the site, saw the potential of the Open Source WriteInPublic
software , which was made by our friends in
Chile Fundación Ciudadano Inteligente .
Like mySociety’s own UK tool WriteToThem, WriteInPublic allows users to
easily contact their representatives; where it differs is that the whole
correspondence is published online. It’s a way of holding representatives
to account, and making sure that promises or assertions are not forgotten.
Messages to MPs

Here in the UK, of course, MPs only deal with correspondence from their own
constituents, but in South Africa, citizens may legitimately write to any
MP. Messages are far more frequently about policy rather than personal
issues, which might go some way to explaining why a WriteInPublic tool
targeting MPs is a more viable prospect than it might be, say, in the UK.

PMG are yet to promote the tool through their newsletter and social media
channels, but of course, users are discovering it for themselves on the
homepage. In the five weeks since launch, more than 270 messages have been
sent to MPs. These can be seen on the MPs’ pages, in a new ‘messages’
tab: here’s

 Informing
Committees

The new tool doesn’t just invite users to write to their MPs directly;
People’s Assembly now sports two invitations on its homepage: one to write
to an MP, and another to contact a Committee.

PMG have previously had some success in surveying their users over key
issues of party funding: the survey results were sent to a sitting
Committee, and the chairman reported that they were “very helpful for the
Committee’s discussions” and were “used as a reference point to gauge
public opinion especially where discussions were deadlocked”.

The group are keen to extend this kind of engagement, and this second tool
allows citizens to send a message to a Committee dealing with specific
issues such as public works or the police. PMG are planning to continue
surveying their users, while also pointing them at the tool as a way of
getting public input into the bill-making process.

In the spirit of Democratic Commons
,
the underlying contact data for the MPs tool (though not the Committees
one) is also now being used by Wikidata and our EveryPolitician project, so
it’s freely available for anyone to use. For us it’s a win-win when data
can not only serve an immediate purpose, but will also go on to provide a
resource for anyone else who needs it.

The Journal of Civic Media (JCM) seeks submissions for its inaugural

*Call for Submissions*

A discussion about ‘smart cities’ can quickly become an invitation for
contemplation, bewilderment, passionate discourse or vehement dismissal.
The term has been appropriated by municipalities, consultants, companies
(transit, energy, sensor, etc.), and technologists looking to capitalize on
hashtag-friendly jargon. Public sector representatives hail smart cities
for their increased levels of service, readiness, or ability, but for many
members of the public, the term represents surveillance, invasion of
privacy, or pricey taxpayer-funded projects. The definition of ‘smart city’
is hotly debated and its potential for staying power demands a critical
approach.

For its inaugural issue, the Journal of Civic Media seeks papers that
contemplate the value of a smart city as it is or should be determined by
the people who live, work, learn or play there. The emerging discussion on
public engagement in smart city environments is drawing from critical
traditions of Henri Lefebvre, David Harvey, Mark Graham and Joe Shaw. There
is need to challenge and develop this thinking so that it is responsive to
the particular conditions of the contemporary “smart” city.

The Journal of Civic Media seeks submissions on all aspects related to
public engagement in the smart city, including but not limited to:

   -

   The presence of community voice in smart city activities
   -

   The contemplation of non-technology smart city interventions
   -

   The effects (real or imagined) of typical ‘smart city’ activities on
   privacy and security
   -

   Meaningful, uncommon or uncontemplated smart city engagement strategies

   Analog/non-digital approaches to engagement and how they may be applied
   to smart initiatives
   -

   Race and class in urban technology projects

We invite graduate students, faculty and practitioners in the civic media
field to submit paper proposals.  Papers should be between 1,500 and 2,500

This issue of the Digital Culture & Society journal invites theoretical and
artistic contributions on citizen engagement, digital citizenship and
grassroots information politics.

Today, engagement and participation are considered key when we investigate
media and user practices. Participation has become a popular imperative of
digital societies: “Calls for greater transparency and participation are
heard not just by elected officials, but also in corporate headquarters”
(Geiselhart, 2004). A number of theoretical reflections on digital
societies assume that social media are becoming a dominant media channel
for participatory engagement.

Practices of participation and engagement are an indispensible part of our
digital everyday lives: from chat rooms to community forums, from social
media platforms to image boards, and from rating platforms to
whistle-blowing websites. The Internet is used for a wide variety of forms
of participation in culture, education, health, business and politics. On
the one hand these ‘digital collectives’ are deemed the torchbearers of the
coming social and political transformation or hailed as self-organized
collective intelligence. On the other hand state apparatuses are asking for
participative activities to increase efficiency and to avoid friction. It
is argued that the use of technology fosters participation and processes of
consensus-building.

This discourse almost implies that these processes can be hardwired into
digital technologies. The terms “cultural citizenship” and “digital
citizenship” are expected to provide a broader but also a more critical
approach to citizen engagement.

In the meantime, there are numerous studies that examine the different
forms and effects of participation on the Internet and its limitations
(e.g. Fuchs, 2014; Trottier/Fuchs, 2015). Critical voices show that
participation has long become a buzz word, often related to one-sided,
positive perspectives: applauding the possibilities of user engagement and
ignoring issues such as information politics and a digital divide, not only
based on technological access but also on a lack of digital literacy (e.g.
Jordan, 2015; van Dijck et al., 2017). We observe not only liberation of
users based on participatory practices but exploitation at the same time.
The information politics behind design decisions are a relevant topic for a
deeper understanding of the interrelation of technological developments and
user practices.

Participation and sharing data by users also led to critical debates about
surveillance (Albrechtslund, 2013; Lyon, 2017) and whether privacy matters
any longer if we “have nothing to hide” . Under which circumstances do we
have to consider privacy a commodity and how can we reestablish mechanisms
of forgetfulness? Surveillance as observation and control from those in
power has been accompanied by a discussion about “sousveillance”, a term
coined by Mann, Nolan, and Wellman (2003) to describe instances in which
people watch and control those in power. What tools have been developed
both for collecting private data and for protecting our privacy and in how
far do they challenge our platform society?

In our special issue we aim at including approaches from fields such as:
(digital) sociology, STS, (digital) media studies, cultural studies,
political sciences and philosophy reflecting on the role of the digital
citizen. We ask for the role and value of a digital sociology exploring the
practices of digital citizens. We particularly welcome contributions that
are critically reflective about online practices in relation to new
concepts of surveillance and control society.

Paper proposals may relate to, but are not limited to, the following
topics: Digital citizenship, networked publics, information politics,
engagement, participation and sharing, transparency, surveillance, urban
informatics, citizen score, democracy as a service, participatory
engineering, data commons, large scale protests and trending topics,
slacktivism and clicktivism, participation divide.

Deadlines and contact information

Abstracts (max. 300 words) and short biographical note (max. 100 words) are
due on: March 21, 2018.
Authors will be notified by March 25, 2018, whether they are invited to
submit a full paper.

[DW] Want to host a Civic Tech World Tour stop in your city?

There is a chance the Civic Technology and Open Government Facebook Group
will secure a $1M grant to do amazing things.

As you know, I've loved connecting people face to face as I've spoken
across 36 countries. Typically one or two people are connected digitally to
a network I run or participate in and then 10-20 new people join in after I
visit and *far* more importantly new local connections are made that lead
to civic tech goodness.

While this grant is a long long shot, you basically have to think big. I
can envision lots of virtual networking efforts and a massive civic
tech/tech for good/digital civic engagement/open gov *online based*
multi-day conference and lead-up events.

Every step of the way, the main Civic Tech and Open Gov Facebook Group will
grow with ongoing engagement to 100,000 members.

However, leading up to a big connect the world, multilingual online
conference held in the group, I can see a couple of round the world tours
combined with commissioning continental "who's doing what, what's working"
speakers in the first part of the one year effort.

If I showed up travel expense free with a modest budget for snacks, would
you secure/provide a location for a Civic Tech Facebook Group World Tour
event/meetup?

I would of course select locations that commit to solid outreach and get
creative with efforts to highlight local civic tech/open gov projects and
speakers along side me.

The health of teams working on digital strategy, platforms, and tools at
non-profits has long been an indicator of their adoption of or resistance
to wider trends around innovation and impact.

Last fall we asked 80 advocacy-oriented nonprofits about the state of their
digital teams and programs today. This is our third report on digital
teams, this time co-authored with Austen Levihn-Coon, so we've been able to
track trends over time.

Key takeaways from the 2018 Digital Teams Report

   - *When digital leads, we win.* Having digital leaders on senior
   management teams and shaping new campaigns and initiatives is now proven to
   lead to more successful digital programs
   - *Is engagement just a word?* The vast majority of respondents don't
   measure engagement and lack dedicated staff + budget to lead it, showing
   engagement is still more of a concept than a deeply valued reality
   - *Distributed digital skills leads to better programs. *We found teams
   with the highest performance digital programs are overwhelmingly using the
   hybrid team structure model
   - *We still struggle with structure: *Three-quarters of teams have been
   re-structured in the past 3 years, yet only 10% find their structure to be
   highly effective. That's a lot of painful change leading to uncertain
   results

Covering topics ranging from where digital teams now live, today's key
roles, shifts in team structures, sources of cross-departmental tension,
and how we develop digital leaders, we offer an insight for each data
point, and include four recommendations for helping our organizations
become more effective by building better digital teams.

I am writing to invite you to the European Open Government Leaders’ Forum

be held next week (Monday 5 February) in Milan

The Forum will gather ministers, policy-makers, senior civil servants, high
level experts and Civil Society Organizations’ representatives from across
Europe to discuss the role of civic participation in improving policy
making and public governance systems.

The event will include a morning and an afternoon session.

The morning session will consist of an interactive discussion on how
participation can effectively foster innovation, improve public services
and restore trust between public institutions and citizens.

The afternoon session will be dedicated to administrations and CSOs that
will present participation best practices at subnational level coming from
the OGP subnational programs and from an ad hoc scouting exercise by
Italian CSOs.
The session will include two parallel events:

At the end of Donald Trump’s first year, it is time to assess his
presidency using search data. Much of the traditional analysis has
emphasized polls, election results, and legislation. All of these are
useful ways to analyze, but they ignore big data analytics based on digital
tools and social media behavior. Due to their real-time character and the
large number of data points, these techniques represent valuable means to
examine contemporary behavior. In my report at https://www.brookings.edu/
research/what-internet-search-data-reveal-about-donald-
trumps-first-year-in-office/, I inaugurate the first in a series of big
data analyses that will chart long-term trends in public interest. In the
same way that researchers track political, economic, and social activities,
it is useful to deploy social media and event histories to identify
patterns in internet search behavior regarding President Trump.



Using this information, I find several important developments:

1) Public interest in Trump has plummeted over the course of 2017. After
peaking during inauguration week, searches for him have dropped to 20
percent of the initial level as the public has soured on the chief
executive.

2) There were variations in interest in economic, domestic, and foreign
policy, depending on the time of year. Interest in health care peaked
during the period of the summer when Congress attempted but failed to
repeal Obamacare. There also were spikes in interest in North Korea,
terrorism, taxes, and inequality as those topics were in the news.

3) There were significant differences across states and cities in public
interest as various topics surfaced nationally. Variations based on
geography reveal interesting things in terms of how different issues
resonate in various parts of the country.

4) Impeachment interest has surged during Trump’s first year. In May and
November, there were major spikes in public interest in that topic as Trump
fired FBI Director James Comey in May and saw leading advisors face federal
indictment in November.

Social media is still in its infancy in Afghanistan, with a small and
mostly homogenous user base of educated, relatively wealthy, predominately
male users. But while small, it holds opportunity for engagement and

started a public debate on the custom of not using women's names on
invitations, in the market and even on burial tombs and only referring to
them as a wife or daughter of a man. This discussion could not have taken
place without the platform offered by social media.

Today, we have released a new Brookings Institution paper on “How to Combat
Fake News and Disinformation” at

news-and-disinformation/.  In it, I argue that journalism is in a state of
considerable flux. New digital platforms have unleashed innovative
journalistic practices that enable novel forms of communication and greater
global reach than at any point in human history. But disinformation and
hoaxes that are popularly referred to as “fake news” are accelerating and
affecting the way individuals interpret daily developments. Driven by
foreign actors, the proliferation of talk radio and cables news, and
citizen journalism, many information systems have become more polarized and
contentious, and there has been a precipitous decline in public trust in
traditional journalism. Fake news and sophisticated disinformation
campaigns are especially problematic in democratic systems, and there is
growing debate on how to address these issues without undermining the
benefits of digital media. In order to maintain an open, democratic system,
it is important that government, business, and consumers work together to
solve these problems. Governments should promote news literacy and strong
professional journalism in their societies. The news industry must provide
high quality journalism in order to build public trust and correct fake
news and disinformation without legitimizing them. Technology companies
should invest in tools that identify fake news, reduce financial incentives
for those who profit from disinformation, and improve online
accountability. Educational institutions should make informing people about
news literacy a high priority. Finally, individuals should follow a
diversity of news sources, and be skeptical of what they read and watch.

I received a couple of private replies from LiberationTech. Others?

I am plotting a quick and possible proposal to this fund:

I know a lot about:

1. Live radio streams with news
2. News podcasts on-demand
3. The difficulty people have finding fresh (this hour's or this day's)
news in audio.
4. Low cost app marketing and dev
5. My existing 1 Radio News app user base - http://1radionews.com - in all
types of countries including repressive regimes
6. The missed opportunity to reach people in lower bandwidth places/3G by
compressing audio on the fly

What I don't know a lot about ... yet:

1. What news audio is and is not being blocked and where? (According to one
China firewall checker BBC and VOA RSS podcast feeds are blocked but not
NPR and CBC for example.)

2. How you might build proxies and VPNs into an app if attempts to connect
are blocked?

3. The best set of open source tools for transcoding audio streams from 48
kbps and higher down to 16 kbps AAC+? And where to cost effectively host
the transcoding server(s)? (Ideally we'd have an existing code base to
contribute enhancements back toward.)

4. Whether this fund has any interest in audio, how competitive it is to
receive funding, etc.? (Is the effort to required to submit a proposal a
waste of time?)

Thoughts?

2017*)—a special edition of our hackathon, with new programming elements
that again challenged the tech community to transform frustration into
meaningful action. Joined by civic agencies, social good ventures, and
advocacy organizations—along with an amazing lineup of experts—we came back
to downtown San Francisco to host a cohort of civic tech enthusiasts as
they tackled some big politics+social questions at the *General Assembly*
Financial
District campus *Friday, December 8 through Sunday, December 10.*

, developers, designers, civic experts, social issue advocates, community
organizers, and academics came together, ready to collaborate all weekend
long with mentors and each other to address four challenge topics:

*+Media:* Data and tools to better manage, analyze, & engage

During registration, participants were asked to commit to attend all three
days and identify their preferred topic tracks. They were then pre-notified
of their track assignments and upon arrival *Friday* night, were introduced
to their fellow trackmates and track leadership.

On *Saturday*, track cohorts formed teams, participated in topic-specific
discussion groups, and came together at dinner for a panel that discussed
politics, technology, and need-to-know insights about the civic tech market
and end users' needs.

All day *Sunday *teams prepared for judging and took turns doing dry runs
of their demos in front of a mandatory pitch practice panel. Finally, it
was "pencils down" with everyone coming together for the *Sunday Showcase*,
adding another nine amazing demos to the Debug Politics roster of civic
tech projects.

The *Financial Times* just wrote an interesting *article on community idea
generation and participatory budgeting* <http://po.st/FTworldwatches> in
Reykjavik, Iceland.

The City of Reykjavik just finished their 6th yearly round which allocates
about 6% of the city budget on community improvement projects - that's over
$20M total over the years.  Turnout was up 20 percent to a high of 11% of
people voting via participatory budgeting (with over half completing the
process via a mobile optimized experience).  Reykjavik uses Your Priorities
to gather and vet public ideas and then a more secure online voting system
than you'll likely find with many other PB projects due to the scale of
spending.

Both tools are open source, but in this case and with governments in other

Participatory Democracy Incubator for cities, Robert Bjarnason

to catch up. In one of those "ah ha" moments (at the bar of course!), he
mentioned that they invested heavily in online advertising via Facebook and
some with Google Adwords. Spending about 13,000 Euros they reached just
about everyone in Iceland recently. They tested and tracked different civic
messaging and know what led to wasted paid visits and what led to actual

Special Issue of the International Journal of Public Sector Management



International Journal of Public Sector Management is seeking scholarly
manuscripts for a special issue on Generation of Public Value through Smart
Technologies and Strategies, scheduled for publication in the first
semester of 2019. International Journal of Public Sector Management focuses
on the common issues which public sector managers, administrators and
policy-makers face in a world of over-improving efficiency and
effectiveness in situations of scarce resources and rising public
expectations. Theory, concepts, methods and practical experience are all
drawn upon. A blind review process ensures the journal's validity and
relevance. International Journal of Public Sector Management its necessity
from public demands for higher standards of service and commitment to
improvement. These demands, balanced against shrinking budgets and staff
levels, leave the public sector manager requiring all the information and
ideas available, as well as experience, to motivate a demoralized
workforce, satisfy government officials and win over an increasingly
hostile public.



Scope and focus of the Special Issue



This special issue targets high-quality research on topics related to
Generation of Public Value through Smart Technologies and Strategies from
different perspectives, including economic, social, legal, and political
lenses. It also looks for studies highlighting different dimensions of
public management, including transparency, openness, and accountability;
public- private partnerships; human resources satisfaction and improvement;
communication and marketing; crowd-sourcing, collaboration, and citizen
participation in the public sector; new governance forms; smart design of
public services; policy effectiveness; and post-New Public Management
discourses and theories.



Smart technologies may include different tools and applications such as Big
Data, Cloud Computing, Blockchain, Internet of Things (IoT), Artificial
Intelligence (AI), crowdsourcing platforms, open data portals,
microblogging, social networking, multimedia sharing, virtual worlds,
online participatory platforms, among others. The study of these smart
technologies and their corresponding strategies in public management is
important to understand the process by which governments and citizens
exchange information. In other words, smart technologies have the potential
to transform the mediation process between government actors and the
citizenry, which could have a significant impact on the co-creation of
services and the delivery of public value.



Different public agencies across the world have recently experienced
advances in this field, but the impact of smart technologies and strategies
on public management is not clear. Therefore, this special issue will
assess the existing potentials, pitfalls, opportunities, and/or risks
derived from the implementation of smart technologies in public management
to foster co- creation of services and the generation of public value. The
papers are expected to emphasize public management implications (including
“post-New Public Management” and Web 2.0) of smart technologies and
strategies and how and why they can make a difference in the process of
value creation of public services and data.



Intended Contributions



This special issue will welcome contributions from different perspectives
and areas of research on Generation of Public Value through Smart
Technologies and Strategies. It is oriented to bring together
international, high-quality research to produce theoretical and empirical
insights on aspects related to the adoption, use, results, and impacts of
smart technologies. In recent issues, International Journal of Public
Sector Management has hosted related contributions on public value and
co-creation of public services, including areas such as public innovation,
transparency, open governance, collaboration in public services, good
governance, public-private partnerships, and organizational performance.
This special issue aims to provide a broad perspective on the possibilities
of smart technologies to foster the co- creation of public services and the
generation of public value in management processes, based on the

ICT innovations such as Big Data, Internet of Things, Cloud Computing as
well as Intelligent Systems employed in e-Government services raise issues
relating to Security, Privacy and Data Protection. Governments want to
integrate more services and enhance participation, but they have to
convince the users that they can be trusted. At the same time e-Government
services need to improve their efficiency and to do so they need to
reengineer their back office processes, to support them with intelligent
systems, but also improve openness, collaboration and citizen
participation. This last point can be hugely enhanced by offering citizens
participation in devolved decision making and e-voting facilities for
elections. Such services are often quoted as being dependent on political
will, but are the systems and services ready? Are they privacy-friendly and
secure to withstand attacks and malicious or even terrorist activities in
cyberspace? Are they trustworthy to be embraced by the citizens in a
digital world that is moving fast and becoming more intelligent? And
finally, where should be drawn the “golden line” between anonymity and
confidentiality, and accountability and certification?

These are the questions and the focus of the 7th occasion of the
International Conference on e-Democracy that will be held in Athens, the
cradle of democracy, on December 14-15, 2017.

The conference is organized by the Scientific Council for the Information
Society, in co-operation with the Hellenic Data Protection Authority and a
number of European and Greek Universities, Academia and Research. It is
intended, similarly to previous occasions, to provide a forum for
presenting and debating the latest developments in the field, from a
technical, political, legal and regulatory point of view.

The conference will include keynote addresses, tutorials, panels, Ph.D.
colloquia and sessions, workshops, special, regular and poster sessions.
All submitted papers to the conference will be peer reviewed, while
acceptance will be based on quality, relevance, and originality. Accepted
papers will be published in the conference proceedings and selected papers
will be invited to participate (after the necessary enhancements) to the
evaluation process for inclusion in special issues of peer-reviewed
journals.

 Estonia's residents use their mandatory national IDs to access
   pretty much anything, from online banking to online voting.
   So, it was a huge blow to the program when experts found a
   security flaw in the IDs' chip that makes it easy for bad
   players to impersonate and steal the identities of all 760,000
   affected individuals. That might not sound like a huge number,
   but that's half the small country's population.  Now, the
   country has blocked most of its residents from accessing all
   its online services for a weekend, so it can go in and and fix
   the vulnerability.  All ID cards issued from the beginning of
   the program in October 2014 to October 25th, 2017 will be
   frozen until their owners apply for updated certificates with
   the fix. They can do that online, but the online service kept
   crashing over the past week, leading people to flock to police
   stations and other government offices to get their IDs
   updated. For now, only medical professionals and the most
   frequent users will be able to apply for updated certificates
   online, but Estonia will open up the system to the public
   again on Monday.

*Information Disorder: Toward an interdisciplinary framework for research
and policymaking*


A new report

published by First Draft, a project of the Shorenstein Center, commissioned
by the Council of Europe, examines how dis-information campaigns have
become widespread and, heavily relying on social media, contribute to a
global media environment of information disorder.

The report is a comprehensive analysis of information disorder and its
related challenges, such as filter bubbles and echo chambers, and provides
a framework for dialogue that can be used by policymakers and researchers.
It contains 34 recommendations for stakeholders such as technology
companies, media, national governments, civil society, and educational
agencies to help them identify strategies to address the problem.

The report was written by Dr. Claire Wardle, Research Fellow at the
Shorenstein Center on Media, Politics and Public Policy at the Harvard
Kennedy School and Executive Director of First Draft, and writer and
researcher Hossein Derakhshan.

“What we are witnessing is something completely new: disinformation
campaigns, often playing with people’s emotions, spreading at great speed,
with a potential to have an enormous impact on society,” said Wardle. “To
fight misinformation, simply pushing out more factual information, without
understanding the emotional and ritualistic elements of communication,
could be a complete waste of time.”

*Key findings of the report include: *

   - There are three different types of “information disorder”:
  - *Mis-information*, when false information is shared, but no harm is
  meant;
  - *Dis-information*, when false information is knowingly shared to
  cause harm;
  - *Mal-information*, when genuine information is shared to cause
  harm, often by making public information designed to stay private.
   - There is a complex web of motivations for creating, disseminating, and
   consuming “polluted” messages.
  - *Political:* Some see disinformation as a tool to mobilize action
  and behavior change.
  - *Financial:* Fabricated “news” sites may create lucrative
  opportunities.
  - *Psychological: *Some who create and share misinformation are
  seeking prestige or reinforcement.
  - *Social: *Some are motivated by a desire to connect with others
  around a shared group identity or world view.
   - There are myriad content types and techniques for amplifying content:
  - Messages that are most shared evoke an emotional response, have a
  powerful visual element and strong narrative, and are repeated.
  - Algorithms that favor images and video have the potential to reach
  more users than articles or text posts—regardless of veracity.
  - Visuals are overwhelmingly the most shared pieces of disinformation
  and are the most difficult to debunk.
   - There are innumerable platforms hosting and reproducing this content:
  - Seeing the same message many times across platforms makes users
  more likely to believe it to be true.
  - Sharing information on social networks allows people to “perform”
  their identities with others who share their worldviews.
  - Filter bubbles keep opposing viewpoints out of social media feeds.
  If platforms changed their algorithms to provide users with more
  challenging material, people would likely spend less time on them.
   - The long-term implications of disinformation campaigns designed to sow
   mistrust and confusion and to sharpen socio-cultural divisions using
   existing nationalistic, ethnic, racial, and religious tensions are
   concerning.
   - There is a risk that in the near future, audiences may have little
   trust in the information they find online.

The report also provides a round-up of related research and practical
initiatives, and stresses the need for additional research, including about
the way humans make sense of and use information in their lives.

The Public Good App House Festival

participants to learn how public good technology projects are positively
impacting our communities and our world.

Held over three days and, in festival style, in eight locations, this
Washington, D.C. event will provide opportunities for technologists,
community activists, professionals from nonprofit organizations and
foundations, and interested community members to connect with one another.

They will engage in sessions on participatory development methodologies,
learn about active projects in the Americas, and discuss ways to measure
and describe collective impact across similar and related technologies that
originate across regions.

Attendees will have a chance to learn about innovative social good

are all measuring impact and systemic change. This global festival will

Using Data Science Tools for Email Audience Analysis: A Research Guide


The Shorenstein Center's Single Subject News Engagement Project
is
pleased to make available a free, open-source tool designed to help news
outlets better understand their email lists.

Email is a crucial vehicle for media companies to generate reader revenue,
yet the ways we measure email have not changed for almost two decades.
Flawed, static measures distract from success and lead to misguided
strategies, crippling the development of new products.

Using open source techniques from other fields, data scientists are able to
provide a more complete picture of an organization’s readers and viewers. The
Shorenstein Center Notebooks

(written in Python and available on GitHub) provide data analysis to
deliver more sophisticated ways of measuring email list composition and
performance in order to help editors and publishers ask the right questions
about reader engagement. We have also published an accompanying whitepaper

In terms of a sense of community, I had/have a question on how "connected"
people feel to the downtown community.

I have a hunch that many will say there isn't a strong sense of community
with which to connect ... I could be wrong! So, I just added that question.

E-Democracy is launching a small grant funded effort to build online
engagement among workers and residents in downtown Saint Paul.

It will be an interesting mix of civic, professional, and social
networking. The key difference from typical local online groups will be a
focus on the daytime crowd... workers, frequent visitors.

While E-Democracy invested heavily in an online neighbors forum user survey
which generated 1300 responses -  http://blog.e-democracy.org/posts/2610 -
it was at the *end* of a funded project. (Althoug,  by design with our
volunteer base and cheap tech, the online communities live on supported by
participant donations.)

In this case, I see an opportunity for a short pre-engagement survey that
can be used to both get some baseline data and inform the facilitation,
content seeding, and guidelines for the online (Facebook) group.

And if we secure funding beyond the three month pilot, we can do a post
survey in a year.

So what questions have you asked in a similar situations? Or about
community engagement? Or professional networking online? Etc.

Please send input along ASAP.

In the next two days, I need to get our short survey into the field. We
will be promoting it through many local channels to reach prospective group
members and an invite to request an invite to the new group will be at the
end of the survey.

In honor of the International Day of Democracy (September 15), we are
thrilled to announce that the fourth annual Global Legislative Openness
Week (GLOW) will take place this year from November 20-30, 2017! We are
also pleased to announce micro-awards to help groups organize events for
this year’s GLOW!

Organized by members of the Open Government Partnership’s Legislative
Openness Working Group
, GLOW is a global
campaign to support legislative openness advocacy around the world,
highlight good work being done to encourage parliaments to develop their
own OGP National and Parliamentary Action Plans

and share best practices among parliaments and civil society organizations.
Broad global participation has made GLOW a success since 2014.

We will be kicking off this international campaign at OGP’s America’s
Regional Meeting in Buenos Aires

which will take place from November 20-30, 2017. We are also excited to
announce that this year we have even more opportunities for your
organization to participate in GLOW .
Keeping in tradition of using GLOW as an opportunity to co-brand your local
events or projects, and gain broader visibility for your work, we will be
making small awards to civil society organizations who are working to
innovatively keep legislatures open and transparent to help offset costs of
GLOW events. The deadline to submit your proposal is October 13, 2017.  Find

In the past, GLOW has featured activities organized by the Working Group as
well as the global parliamentary openness community, including in-person

Want to get more engaged in open government? Now is your chance. The call
for nominations is now open to join the inaugural Canadian
Multi-stakeholder forum on open government.

Every two years, Canada and the more than 75 other members of the Open
Government Partnership (OGP) are required to develop action plans outlining
their openness and other commitments over the upcoming two years. Canada’s
first three plans contained 46 commitments aimed at improving access to
information, civic participation and public accountability. The OGP
requires members to engage in public consultation in preparing and
implementing its plan.

There have been issues with the scope and nature of these consultations in
Canada. To address this, over the past year and a half, a group of civil
society organizations successfully lobbied for the creation of a
Multi-stakeholder forum, a collaborative platform through which government
and civil society, as partners, can co-create the action plan and then
oversee implementation. The Forum will serve to strengthen dialogue between
the Canadian government and civil society in support of a more open and
transparent government.

Canada will assume its seat on the OGP Steering Committee this month,
making it even more important for robust action by civil society to hold
government to account.

We hope many of you will respond to our call for nominations, described at

deadline for nominations is October 9. Please feel free to inform others
you know about this opportunity.
