Hi Joe,

Postive results from the mixing of water and electricity can be found in
primitive desalinization techniques, and also as a means of generating
small quantities of hydrogen for laboratory use. Level detection in
water-containing vessels is another one as is the indirect heating of
water (as in an electric tea kettle).

Hello Jim,

I don't believe the orientation of the U-ground pin is declared anyplace
in the NEC. When I recently approached my local AHJ with this question he
related that it is a matter of custom (locality dependent). In this area,
central Connecticut, the custom is: 

For commercial/industrial applications, U-Ground topmost
For household wiring, U-Ground towards the bottom

The rationale offered for the U-Ground topmost; if the plug partially
separates from the outlet, anything falling into the opening between the
plug and the outlet will first encounter the grounding pin. (seems to me
that argument holds whether the use is commercial/industrial or
household).

Re dimensions of the outlet; send me your fax # and I'll fax you the
dimensions.

Maximum Output voltage, less than 30V rms/42.2V peak/60V DC (including
 open circuit)

Maximum Output current, less than 8 Amps, at one minute of overload,
 including short-circuit

Charts and Tables within the standard further clarify the requisites.

Seeking Requirements for Electric Wheelchair/ATV ??

Are there any US and/or Canadian electrical safety requirements (beyond
battery charger concerns) for electric vehicles -in this case - a vehicle
that's cross between an electric wheelchair and an ATV (off-road, all
terrain vehicle)

this sort of product.

FIND function (Control F for IE or NetScape), input the term New Approach
(Cooperative site

This will take you to a link that delivers your query to the EU New
Approach site.

Upon arrival there, click on the link titled, Directives and Standards

Then drop down to the Directive of interest to you (such as 73/23/EEC Low
Voltage Directive) and select the associated link titled, Shortcuts to
standards giving presumption of conformity on Low Voltage equipment  This
will take you to an extensive listing of standards associated with the
73/32/EEC. 

You can follow the same scheme for any directive.

your browser's Find function - Control F - in many cases - on the terms
markings or symbols will turn up links to at least 4 locations on the
net, including a functioning IEC site, the Cellotape site, the Hazcom
site, and another). I cannot vouch for the quality of the images.  Another
source for symbols is the Patton  Associates site, which can also be
found on the Safety Link.  Also, I believe there is an ANSI standard which
may be of use (but this is not likely to be found on the Net).

the US, or Canada, or elsewhere - I expect) to Canadian Standards. 

UL (the US company) is also accredited by the Standards Council of Canada
as Testing and Certification Organizations and their C-UL (and C-UR for
components) marks are accepted in Canada.

gone away as they say in the UK. It was shut down at the beginning of

Further and contrary to the ideal requisites noted below by Richard Woods,
TENS and Muscle Stimulators ARE sold, via mail-order from the back of
Muscle-builder magazines (without any restrictions or need for
prescriptions).

They can also be found in shops in most any Chinatown here in the USA.
These are sold over-the-counter, for sums in the vicinity of US$25.00 or
less, without prescriptions and without doctor's orders.  You can even
find them on E-Bay once in a while.

They are usually powered by AA batteries (or sometimes, 9V batteries); I
guess the industry sense is that they don't require agency approval (the
agencies we work with daily). And, I've never noted any agency markings or
notations on the ones used by professionals (physical therapists)  either. 
In their case - they sometimes open the units, set the levels, seal the
units, and allow patients to take them home for self-monitored therapy
sessions. 

And, to borrow Richard's words, Approvals? What Approvals?

 TENS are available only with a prescription and the user manual says to use
 the device only as directed by your doctor. The devices are battery
 operated, transformer coupled and impedance limited, so they are considered
 to be safe even under a fault condition. One safety note  - it should not be
 used where a current path would cross the heart since the pulses might be
 disrupt the heart beat.
 
 My guess is that the exercisers operate on a lower power level in order to
 get under the FDA regulations - just enough power to stimulate the nerves.

CB is not a mark. CB (Certification Body) is a short-name for the CB
Scheme, which is the abbreviation for the IEC System for Conformity
Testing to Standards for Safety of Electrical Equipment (also know as
IECEE). It is a scheme (means)  for sharing electrical safety test data
and reports among member bodies (30++ countries) in order to gain a mark,
or marks, in those countries of interest to you. In recent years it has
expanded to cover EMC (in some countries) and HazLoc equipment too
(IECEx). 

 Would I be better off getting the CE mark and then test to
 other countries applicable standards or the CB mark?  

CE Marking is required in the EU and is accepted in some other countries
nearby the EU. It is not a safety marking, but an indication of
compliance with EC Directives (which may have safety implications). 

 The test facility that
 provided me with the information was Intertek Testing Services, in
 California USA.

 61000-3-3

Although there exist private agreements among some NRTLs (such as UL and
CSA) for the sharing of files and reports, typically they exist(ed)
outside of the NRTL program. In my experience (as a Manufacturer's Agent),
I have arranged for UL and CSA, under the terms of their long-existant
MOUs, to share data. BUT,this must be arranged at the onset of the test
program, not afterwards. 

I'd be very surprised if any NRTL (or other Agencies) would accept the
Listings (or reports  test data) carte blanche, of another. Two rays of
hope -- the CB Scheme which provides for the official acceptance of test
data, and also the CB-FCS (Full Certification Scheme) which is now
beginning to take hold. 

This is not to say that some NRTL will do exactly as you seek - and, I
guess only they can respond on their own behalf (and practices).

The proposal, I believe, is well beyond the 3rd Draft Stage. It was
published in the Official Journal on 19 DEC 2000 as the Proposal for a
Directive of the European Parliment and of the Council on waste electrical
and electronic equipment. The citation is: 2000/C 365 E/12. I believe it
is no longer available at the free site (Eur-Lex) since it is more than
45 days since it was published. 

On that same date they also issued a proposal for a Directive of the
European Parliment and of the Council on the restriction and use of
certain hazardous substances in electrical and electronic equipment
(2000/C 365 E/13) which is probably of interest as well.

Product Safety Workshops Vemdors' Night

Hello all,

In just a month, on the 15th of November, the largest (and best in the
U.S.) electrical product safety workshops and show are scheduled to take
place in Boxborough Massachusetts.

The Northeast Product Safety Society, Inc., is sponsoring 27 Technical
Sessions (11 A.M. to 5:45 P.M.) followed by their Sixth Annual Vendors'
Show (50 Table-top exhibits, 5:30 P.M. to 9:30 P.M.). This is a major
undertaking and is carried our as part of our educational offerings. 

The workshop and the exhibits both encompass electrical product safety and
emc interests (among others). For full listings and Registration Forms for
the Workshop2000 and/or the Vendors' Night, visit www.nepss.org where
you will find all the necessary information.

There is no charge for either event (there is a sandwich-buffet meal too,
free to NPSS Members and 15.00 to others). Is this event worthy of the
travel that some will have to undertake? We believe so (last year we had a
visitor from the U.K.).  If you would like to meet and network with your
associates, test labs, suppliers of components and services to the trade,
you ought to be there.

There is a link on the Safety Link (to IRAM).  However, I expect there is
no English language link.  When you are in Argentina - speak Argentine ;-)

An alternative:
Try AltaVista's translator at: babelfish.altavista.com and point it at
IRAM's URLs. The translation, although not perfect, will give you a good
idea of what's up, down there.

  NPSS - Workshop 2000  Vendors' Night

The Northeast Product Safety Society, Inc. (NPSS) offers Workshop 
2000 and the 6th Annual Vendors' Night.  These paired events will 
be held at the Boxborough Woods (Holiday Inn) in Boxborough MA on 
November 15, 2000.

WORKSHOP 2000 runs from 11 a.m. to 5:45 p.m. Twenty-seven sessions, 
worldwide in scope, comprise six technical tracks. The sessions 
include, among others, Electrical Product Safety Compliance, EMC, 
Telecom, SEMI, Laser Safety, the EC Directives/CE Markings, the 
WEEE Directive, and Chinese compliance. 

Reservations are required for entry to the technical sessions. 
A schedule can be found on NPSS's website (and your reservations 
can be entered at: www.nepss.org 

VENDORS' NIGHT registration opens at 5 p.m.; the Exhibition Hall
is open from 5:30 - 9:30 p.m.  Fifty suppliers to the Electrical 
Product Safety, EMC and Telecom compliance trades will offer 
their wares.  The largest show of its type in the U.S.., this is a 
singular opportunity to visit with the test labs and suppliers of 
test equipment, components  services to the compliance trade. 
It's also a great opportunity to network with your compliance 
colleagues.

The costs of these events are borne by NPSS, Inc. as a component of
their educational program; thus, all Workshop 2000 sessions are free 
as is the Vendors' Night.  The only cost, optional at that, is for the
dinner-buffet (which is free to members of NPSS, Inc. and US$15.00 to
others). Dinner reservations (required) can also be made at
www.nepss.org.

Hi Mike,

It appears so.  Apparently a hacker has breached the security of many
sites. The outcome is that either the Domain Name Servers direct queries
for the hacked-sites to an alternate location where the ANTI ANTI-NAPSTER
rant resides, OR, perhaps the rant itself has replaced the top-level file
at the hacked sites.

I expect any queries to RCIC will yield the same results (until the hack
is cleared) and suggest we keep the pstc channel open and not clog it
with numerous confirmations of the hack.

Have EMC Discussion Gone Elsewhere ?

Hi Lou,

Just a lucky break!  (I think -  It's great ;-)   I don't believe the EMC
discussions have moved - they've just dropped-off for the moment.

To my recollection, the pstc is a subset of the IEEE's EMC Society and
I recall that the organization itself (PSTC = Product Safety Technical
Committee) was devoted to product safety, which was not being addressed
elsewhere within the IEEE). I don't exactly understand why this listserver
ended up with so much EMC content other than its name emc-pstc (which I
think arose from the IEEE hierarchy).

** Donald P. Bliss has been the New Hampshire Fire Marshal since August 1,
1992.  As State Fire Marshal, he oversees fire investigations and fire 
building code enforcement throughout New Hampshire.

Fire Marshal Bliss's fire service career started with the Durham (UNH)
Fire Department in Durham NH, as a call firefighter; he progressed to
Fire Marshal/Deputy Chief between 1970  1980.  He subsequently served
as Director of the U-CONN Fire Dept (Storrs, CT) and Fire Marshal in Salem
NH (until his appointment as State Fire Marshal, noted above, in 1992).

As State Fire Marshal, Bliss has implemented a comprehensive training
program for state fire investigators.  As a result, fire investigators in
the State Fire Marshal's Office have been granted law enforcement and
arrest powers.  Fire Marshall Bliss is active in numerous professional
organizations, including the National Fire Protection Association (Chair
of NFPA 1 Fire Prevention Code)  the National Association of State Fire
Marshals (NASFM). He has served as Past-President of the New Hampshire
Association of Fire Chiefs and in many other New Hampshire-based fire and
emergency response organizations.

He graduated from the University of New Hampshire with a B.A. in Political
Science and a Master of Public Administration degree and has completed
numerous courses at the National Fire Academy in Emmetsburg, Maryland.

The CB-Scheme in an international scheme, under the auspices of the IEC,
which provides a means for acceptance of test-data (and reports - in some
cases) between the testing  certification agencies of 30+ countries.
There is no direct relationship to LVD and EMC directives although
products which fall under the LVD may be served by the CB-Scheme.

Hello Ron,

Consider the following:

I signed up for access to the ETSI site a week or two ago; in their
confirmation message to me, they noted that the from address I provided
to them was slightly different from the one my provides appends to my
messages. 

ETSI instructed me to re-enroll at the ETSI site using the address my
provider appends to my mail. In my case I had input amich...@connix.com,
my usual email address.  It turns out that my ISP modifies the address to;
amich...@comet.connix.com which apparently refers to a sub-location or
server within their domain.  While this difference is transparent to me
(and either address will arrive here) it makes a difference to ETSI's
confirmation system. 

Perhaps this quirk is affecting your access. A work-around - just request
a single document, a courtesy afforded visitors while they await
confirmation.

Today we received a few hundred courtesy copies (For free distribution) of
the 99 EMC, Telecom and Computer CD-ROM.  This CD-ROM contains the
entire (752+ printed pages) '99 version of the encyclopedia in addition to
a number of useful files and links to advertisers' materials. It is
published by emi-emf control, Inc.  (Don White - et al). It is truly a
useful and current resource. We are offering them (first-call) to the PSTC
listserver members; 

If you'd like a copy, please send us a large SASE (Self Addressed Stamped
Envelope) [8 1/2 X 11 or A4], bearing suitable US Postage (US$1.00 for

To Kurt: I believe it is possible to utilized an internal enclosure  to
protect against fire (and other hazards) and then, the outer case (the
subject of the NAFM letter) does not need to meet the V-1 requirement.  I
know, for a fact, that this technique was utilized in other product lines
(phones  video games, for instance) so that the outer case did not serve
as the enclosure and could be made of less expensive polymers. 

And, to Chris: It has long been recognized on this side of the Atlantic,
that TVs and other home electronics devices benefit from the use of
flame-resistant enclosures (you can interpret that as: flame-resistant
enclosures reduce the fire-risks associated with such products).  That is
why UL 6500 varies from 60065 and why flame-resistance of one of the
cornerstones of the myriad of ANSI/UL standards. It's good to learn that
60065 is adding finally adding flammability requirements for enclosures.

Hi Jim,

This thread takes me 'back to the eighties' (when I first entered the c-a
field and was working with UL 478: You are correct with your comments
regarding the perceived flammability of line filter caps.

The scenerio is/was that live parts are required to be enclosed (in the
US, per the NEC and ANSI/UL standards).  All can agree to that, I believe. 
X-caps were (are still?) available both with a flame-rated potting
compound and without.  Those not meeting requisite flame-ratings for
polymeric enclosures were required to be enclosed (which could be
accomodated by properly flame-rate barriers, potting, or the outer
enclosure of the device in which they were contained). 

Also, since standards allow the filter-caps to be wired-in prior to the
switch and fuse/s, they are continually at risk for equipment that is
plugged-in all the time.

Hello group,
   
For years I have used off-the-shelf and custom EMI filters 
   with a fully
enclosed metal canister.  Why is this enclosure required?  Are
  there
specific provisions in the standards?  My idea is to build 
   up the filter
circuit on a printed circuit board and  make it an integral 
   part of the
power supply.
   
I am currently looking at EN133200 which has certain seal 
   tests but after
reviewing these, they all appear to be related to climatic or
   environmental
conditions.  If the product passes these tests without the 
   enclosure it
would seem that the product has passed, period.
   
Alternatively I have considered removing the nomenclature 
   EMI filter and
simply call it an input module, then evaluate it as a part 
   of the overall
system.  If it passes the EMC and Product Safety 
   requirements, can I call
the job complete?
   
Any thoughts?

Hello Israel,

I've not checked your numbers but believe the rationale is, in the case of
Item 1) below: that should one come into contact with a surface at these
temperatures, one will withdraw quickly and no damage is anticipated.

And, in the case of Item 2) below: should one come into contact with this
surface (even though unlikely one will withdraw even more quickly than
in the above case; again, no damage is expected. 

Also, one can, and in some cases shall mark surfaces with the IEC symbol
for Hot Surfaces (I don't have that symbol number at hand - sorry).

In the USA, Portable Lamps = UL 153 

In Canada, Portable Luminaires = CSA 22.2 No. 12 
ALSO: A whole collection of standards which follow the IEC 598 series (as
denoted by CSA in their '99 catalog). CAN/CSA-E598-1-98 is the base
standard.

 is no written standard for intrinsic safety.  Rather, the system must be 
 submitted to an independent agency for review, and this agency will evaluate 
 the system according to their own (internal) criteria.
 
 Now, coming from a background in ITE, I find this hard to believe.  In the 
 ITE world, we have documented standards for safety such as UL 1950 in the USA 
 and EN 60950 in Europe.  I find it hard to imagine that there are no 
 comparable standards for factory automation.
 
 Can any of you clarify this issue for me?  Where does the concept of 
 intrinsic safety come from, and how is compliance determined?  I am 
 interested in addressing this issue for both North America and Europe.  Any 
 assistance you could provide would be greatly appreciated.

Hello Kamran,

I have been faced with this problem many times in the (nearly 35) years
that I have been involved with such measurements. In my experience, this
is the major and problematic correlation factor (in the product safety
domain). It is the one that stands out above all others, when faced with
correlation difficulties (especially when the tests are conducted on
different continents as they were in my situation :-)

Very slight changes in the immediate-area ambient temperatures and the
electrical service where you are making the measurements can drastically
affect the temperature readings as can the location of the thermocouples
on the transformer under test (as you already noted). 

Consider the following possiblilites (not in any particular order) ; 

A) Be certain that there is no extraneous air-flow over the trafo (from a
room-fan, people constantly walking by in the adjacent aisles, or room
air-conditioning drafts. ( I believe ambient air-flow to be a major
factor when you are faced with correlation difficulties)

B) Be certain your input voltage is a clean sine-wave. Distortions in the
input voltage waveshape will affect your data. (At one time we tried to
use a low-distortion/low harmonics constant-voltage transformer to keep
the line voltage constant during temperature tests - even that small
amount of input distortion was sufficient to affect our results).

C) If the trafo is in a switching-mode power supply, the currents 
being switched will likely be affecting the indicated temperatures. 

D) Why do you discount rise-of resistance ?  I believe this technique 
integrates the temperature differences across a transformer and yields a
more repeatable result (in my humble experience).  

E) One problem I've found in transformer construction is that air can
become entrapped, by the impregnating materia, between the outer-wrap
layers. This effects the temperatures measured on the outer surfaces
(again, a thermocouple location problem).

F) Another problem is the heating effect on the trafo of adjacent hot
components (cold ones or sinks too, I suppose) when transformers are
evaluated in an end-product. Be certain that you and your vendors (and
your test agency) apply thermocouples in the same location/s.  Consider
submitting a transformer, with thermocouples attached by you, to your
vendor/s and test agency/ies.  This will, at the least, rule out
thermocouple location (and its attachment) as a variable. 

G) Be certain that you are using high-grade (low error) thermocouples and
calibrated equipment.

 point was that the laws cited, e.g.NEC and OSHA, are  very poorly
 worded when it comes to what equipment is covered.  One response
 was that it means any electrical equipment with a useful purpose,

 3.  You are correct that SELV ITE is included in UL1950.  I did not mean
 to gloss over this.  An earlier append in the discussion said that
 utilization equipment was anything that plugged into 120V.  I was
 pointing out that it also applies to voltages other than 120V.  The
 standard does allow for the certification of Class III (SELV)
 ITE.  However, the scope limits this to mains or battery powered
 equipment.  This excludes the many devices which may be powered at
 SELV voltages from an external AC adapter.  That is, the adapter
 falls within the scope (mains powered), but not the driven device.

NOTE: I believe that CTL decisions serve as guidelines only and have no
official standing when one is dealing with a CB Scheme Test Lab's

Hello Roger,

The present IEC numbering scheme was adopted on 1/1/97 at the
recommendation of the ISO/IEC Joint Technical Advisory Board. 

And, in case you were wondering; the purpose was to harmonize the IEC
numbering scheme with the European Norms numbering scheme (in which the
number 6 was added to the IEC Standard Number by CENELEC). 

ISO standards are numbered from 1 to 5; IEC standards are numbered
from 6 to 7 (and, I believe the 6 series is reserved for
electical standards).

The only place I ever ran into this req't was for German approvals.  The
attached graphic image was derived from a third-generation copy of a page
from some German standard. I then cleaned it up and used it for a TUV
Rheinland approval. (I do recall some discussions regarding which half of
the house the chimney belonged on.  The attached file is believed to be 
correct, since it was used to layout the markings label, but do check with
your test lab to be certain.)

Hello George,

An Inherently Limited power source is one in which the impedance of the
source, typically a transformers' primary or secondary, is such that the
available output is limited within the constraints of low energy as
defined by a standard.  UL 1585, for example, describes the
limits/requisites for such a trafo design and the means for determining
the power available.  There is also an IEC standard for such transformers,
but it's number does not come to mind at this instant. I'm certain someone
else on this listserver can provide that bit of info.

I also believe that if a non-accessible, non-replaceable current limiting
device (film-resistor, fuse or ptc, for example) is housed within the
transformer, the output can also be determined to be Inherently Limited. 

Also, if considering an Inherently Limited power source, other than a
transformer, the same principles apply.

The Northeast Product Safety Society, Inc. meets on the fourth Wednesday
of each month (except for July, August and December) and the third
Wednesday in November.  Unless otherwise noted (See June and November

UL/CSA Listings (a Clarification)

Hello All,

Just had a short emailversation with Dick Pittenger regarding his response
(enclosed below).  We both agreed that while his response may be true in
the Consumer Product world, it is not correct with respect to the
Workplace (under OSHA's control);  And that happens to be where Mr. 
Harlowe's equipment is headed for (as determined in an emailversation with
Mr.  Harlowe earlier today). 

OSHA requires all electrical equipment to be Listed, Labelled, etc, per
the earlier and very comprehensive response on this topic submitted by Ron
Pickard.

Hello Brian:

Concerning your questions about the requirement for UL Listing/CSA
Certification for electrical equipment used in the USA and Canada, here's
my two cent's worth (this is based on 20+ years of handling submittals to
both agencies):

For the USA, NFPA 70 (the National Electrical Code) makes reference to use
of Listed equipment, meaning that electrical construction equipment,
conduit, outlets, boxes, circuit breakers AND utilization equipment such as
appliances which are permanently connected to the branch circuit, must be
evaluated and covered by an NRTL such as UL. Thus, any installation that
will be subjected to an electrical inspection needs to be made-up of Listed
equipment. If not, the inspector performing the inspection must make the
judgment himself concerning suitability of the components. Some states and
cities are not willing to take on that responsibility and make it very
difficult to use non-Listed equipment. Field inspections by UL are possible
but cost-prohibitive.

For cord-connected portable equipment, it is entirely possible to avoid any
Listing at all since the user simply takes the product home and plugs it in
with no electrical inspection taking place. Case in point is holiday
lighting strands, many of which are on store shelves with no Listing Marks
in evidence.

In reality, most reputable manufacturers want, and in-the-know consumers
demand, a third-party Listing of some sort. Personally, I wouldn't want any
electrical product in my home that didn't meet at least such minimum levels
of safety standards such as UL's (indeed some of the products that do have
the Mark are marhinal at best).. Additionally, with the product liability
climate in the USA, manufacturers want the extra assurance that an outside
organization has agreed that a minimum safety standard has been met. This
can be very beneficial during litigation.

For Canada, Certifications or field inspections of electrical equipment are
mandated by law. Therefore, in most instances, a Certification is the most
economical procedure. For low-volume equipment, field inspections are
possible but again expensive. Note that it's very common now for
manufacturers to submit to UL or CSA for coverage in both the USA and
Canada-one project for a small additional expense covers requirements for
both and allows for markings acceptable to both countries to be placed on
each unit.

Hello George  Doug,

The CB Scheme, providing for the mutual acceptance of electrical safety
test data, among 30+ countries, covers 14+ product categories and is
certainly not limited to ITE.

An extension of the CB Scheme to provide for the mutual acceptance of EMC
test data has been in effect for more than a year.  The list of
participants, at this juncture, is smaller than the list of those that
accept each other's safety test data.

Another expansion of the CB Scheme is called the FCS (Full Certification
Scheme).  The intent of this program, (not quite yet implemented - to my
knowledge), is to provide a means for the sharing of the full
certification, not just sharing of the test data. 

To keep up-to-date on these useful Schemes, one should subscribe to the
CB Bulletin which is a bargain at less than US$100.00 per year.  For
this fee you will receive 4 numbered volumes per year (some of them are
more than one issue) totalling more than 4 (10 cm) of material.  This
publication details the participating countries and labs, sources for test
equipment, changes in rules, product areas covered by each participatant
and much-much more.  The CB-Scheme also has a website (see note below). 

Subscriptions can be purchased from your IEC National Certification Body
(NCB) or directly from the IEC.

 B who also participates in the CB Scheme may mean
 that country B will accept ONLY the tests involved

which utilizes a 24 Watt, 12 Volt tungsten-halogen lamp. 

The question is:  What is the definition of high pressure and low pressure
with respect to tungsten halogen lamps, as defined in IEC 60357, Paragraph

Although the following is not a direct answer to your query, it
appears to be relevant to your interest/s.

In the current issue of TUV Rheinland's newsletter World News
(March-April 1998) on page 5 there appears an article titled, New German
Law Closes Gaps.  Therein it is stated, Germany is enforcing a new
product safety law, made effective August 1, 1997, entitled, Law to
Regulate the Safety Requirements for Products and Preservation of the CE
Marking (translated).  

It further states, This law, which implements both a European Union (EU)
Directive and the Product Liability Law of 1989, closes remaining gaps
among the product-specific safety laws, such as the Pharmaceutical, Food,
or Equipment Safety Laws (GS Law).

Hello all,

I'd like to hear about your experiences, including successes and failures,
if you have endeavored to gain SACI and CCEE marks for China on your own. 
That is, without the assistance of 3rd parties, on your side, or the other
side, of the World.   Please indicate the type of product you submitted,
and whether or not you utilized the CB Scheme to expedite your efforts.

The prevailing wisdom seems to be that it is foolhardy to try this on your
own.  Is that true?  Anecdotes sought.

publication which costs less than US$100.00 per year.  It can be ordered

Hello Kevin,

This is not an uncommon problem as you have probably guessed.  Rather than
get embroiled in discussing the details of what one should measure, I'd
rather offer a couple of ways I've seen used to work around the problem.

A) Assuming you are using leaded diodes; Raise the diode off of the board
and pass the leads thru tubular standoffs (rivets) which are staked to
the board prior to wave soldering or pass the leads thru glass or ceramic
beads prior to insertion in the board.  Another standoff scheme is to
bend a V into the leads prior to insertion into the board. I've seen
diodes raised as much as 2 cm off the board. 

B) Use a higher temperature-rated circuit board.

C) Use a combination of A and B, noted above.

 then do you know of any ways to work around the problem? There are many
 power devices that can easily and safely exceed a PCB material spec of
 only 110 C.

Varistors Allowed - Line to Ground? for European App's

Hello All,

Have heard from some sources that surge-suppressors (Varistors, MOVs,
Tranzorbs, etc) are not allowed between Line to Ground, in EN 60950
products, except perhaps for permanently mounted, wired-in equipment.  The
concern seems to be that of increased leakage-current over time. 

Looking for authoritive substantiation (citations - please) for allowance
or disallowance of surge-surpressors from Line to Ground under European
compliance considerations.   

And, if you know of any  surge-suppressors which bear European approvals
for this application (line-ground), I'd appreciate that info too.

Dwayne Davis, Associated Research, regarding Product Safety Testing,
Basic Requirements, Questions, and Common Misconceptions

Bruce Langmuir, Bose Corp., who will discuss his proposal, Mains Product
Leakage Current Allowances and Proposal to Increase Them with respect to
UL 6500, CSA 22.1 No. 1, and IEC 65 (all covering Audio-Visual and related
products).  Bruce is proposing increasing the allowance for 3-wire
connected products to 3.5 mA (as allowed in ITE standards) from the
presently allowed A-V Equipment leakage current of 0.5 mA.  He will also
distribute a survey to provide for the assessment of leakage current
levels presently exhibited by products.

I'm not sure whether your question concerns just IEC 950/A4,
CENELEC EN 60950/A4 or both so I've forwarded your question
to the IEC Central Office as well.

Regarding EN 60950:1992/A4:1997 -
The Amendment was published March 14, 1997 so there's no
reason it shouldn't be available.  One reason there may be
availability problems is that the dop (date the CENELEC
members have to implement the EN with a national standard)
is 1997-08-01, so possibly the corresponding British
standard isn't ready yet.

A4:1997 is not included in the original EN 60950:1992, so
the user should make sure he/she has both the original
standard and the amendment. And, like all CENELEC standards
based on an IEC Reference Document, it's to be read with the
IEC standard (and amendments).

This link has around 15 marks posted.  

I know of no comprehensive collection of marks but do know that if you
visit each agency's website, you will usually find their mark/s
prominently displayed.  The Safety Link is a good place to start your
hunt.

The website suggested by Doug is a good one but ..  Beware! The contents
are identified as those published in the OJ as of 1 January 96.  That's
long-long-ago in the world of conformity assessment.

I'm not aware of any other, authoritive and public compilation of the
information you seek (although several private sources do publish this
information for a fee).  Compliance Engineering Magazine (CE) does print a
list occasionally, but it is not in the current issue.

It must be telepathy - 
EN 60950:1992/A4:1997 was just published by CENELEC today
(March 14). It can already be considered as a harmonized
standard under the Low Voltage Directive, because under this
directive the lists are published in the Official Journal
for information only.
